إذا كنت تستخدم شركة أو منصة للعملات الرقمية في دبي، فمن المفيد أن تعرف:

تنظم وتشرف هيئة تنظيم الأصول الافتراضية في دبي (VARA) على خدمات الأصول الافتراضية في إمارة دبي، باستثناء مركز دبي المالي العالمي (DIFC).

تحتاج شركة خدمات الأصول الافتراضية (VASP) إلى الترخيص أو الموافقة المناسبة من VARA قبل ممارسة الأنشطة المنظمة.

فئات الأنشطة التي تنظمها VARA:

أين يمكنني التحقق؟
لدى VARA سجل عام (Public Register) يمكن استخدامه للتحقق من الشركات ووضعها التنظيمي.

وهنا توجد نقطة مهمة جداً:

VASP Licence = ترخيص كامل.

In-Principle Approval (IPA) = موافقة مبدئية مشروطة، وليست ترخيصاً كاملاً.

الحصول على IPA لا يعني أن الشركة أصبحت قادرة على ممارسة أنشطة الأصول الافتراضية أو خدمة العملاء. ولا يمكن لحامل IPA البدء في تشغيل أنشطة الأصول الافتراضية أو تقديم الخدمات للعملاء قبل الحصول على الترخيص الكامل.

لذلك، عند التحقق من شركة، يمكن طرح سؤالين بسيطين:

ما هو وضع الترخيص الحالي للشركة؟

ما هي الأنشطة التي يُسمح للشركة بتقديمها فعلياً؟

بمعنى آخر:

لماذا هذا مهم؟

في أكتوبر 2025، أعلنت VARA عن إجراءات ضد 19 شركة غير مرخّصة، شملت غرامات مالية وأوامر بالتوقف والكف عن الأنشطة غير المرخصة، إضافة إلى مخالفات تتعلق بقواعد التسويق.

وفي عام 2026، نشرت VARA إشعارات غرامات تتعلق، من بين أمور أخرى، بـ Peken Global Limited (المعروفة تجارياً باسم KuCoin) و MX Global LTD (المعروفة تجارياً باسم MEXC).

WHAT DOES IT MEAN?
If you use a cryptocurrency company or platform in Dubai, it is useful to know:

Who regulates it?

Which activities it is authorised to provide?

And what its current regulatory status is?

The Virtual Assets Regulatory Authority (VARA) regulates, supervises and oversees Virtual Asset services in the Emirate of Dubai, excluding the Dubai International Financial Centre (DIFC).

A Virtual Asset Service Provider (VASP) needs the appropriate licence or approval from VARA before carrying out regulated activities.

VARA regulates eight activity categories:

Advisory Services

Broker-Dealer Services

Custody Services

Exchange Services

Lending and Borrowing Services

Management and Investment Services

Transfer and Settlement Services

VA Issuance — Category 1

WHERE CAN I CHECK?
VARA has a Public Register that can be used to check companies and their regulatory status.

There is an important distinction:

VASP Licence = a full licence.

In-Principle Approval (IPA) = a conditional approval, not a full licence.

An IPA does not mean that a company can immediately operate Virtual Asset activities or serve clients. An IPA holder cannot begin operating, conduct VA activities, or service clients until the full licence has been granted.

So, when checking a company, ask two simple questions:

What is the company's current licence status?

What activities is the company actually authorised to provide?

In other words:
Being “licensed” does not necessarily mean being licensed for everything.

WHY DOES IT MATTER?
VARA's enforcement actions show why it is useful to check the exact legal entity, the exact activity, and the current regulatory status, rather than relying only on a commercial name or an advertisement.

In October 2025, VARA announced enforcement action against 19 unlicensed firms, including financial penalties and cease-and-desist orders, as well as breaches involving marketing regulations.

In 2026, VARA published enforcement notices concerning, among others, Peken Global Limited (commercially operating as KuCoin) and MX Global LTD (commercially operating as MEXC).

In the MEXC case, VARA stated that MX Global LTD had been providing Broker-Dealer and/or Exchange Services to customers in Dubai without the necessary VARA licence during the period from 2022 to April 2026. VARA also stated that the Entity had onboarded users without meeting required Know-Your-Customer (KYC) obligations.

It is also important to note that VARA's MEXC fine notice specifically identifies MX Global LTD as the legal entity fined; the other associated legal entities named in the 5 March 2026 warning were not targeted by that enforcement action.

This reinforces an important lesson:
Do not automatically assume that the regulatory status or legal action involving one legal entity applies to every related company or entity.

In February 2026, VARA also issued a warning concerning communications and marketing materials that could imply unauthorised participation or approval in the Dubai Real Estate Tokenisation Pilot.

So, when you see a company, platform or project, it is useful to ask:

Who is authorised?

For what activity?

What is the current status?

CyberKnight هي شركة متخصصة في الأمن السيبراني ومقرها دبي.

في سبتمبر 2025، أعلنت CyberKnight عن شراكة توزيع استراتيجية مع PaladinAi لتقديم حلول تحليلات الذكاء الاصطناعي إلى مؤسسات في الشرق الأوسط وتركيا وأفريقيا، بما في ذلك حلول مرتبطة بإنفاذ القانون والاحتيال المصرفي.

WHAT IS A DEEPFAKE?
A deepfake is a video, image, or voice message created or altered using artificial intelligence so that it appears genuine.

It could be:

A cloned voice of someone you know

A fake video call

A manipulated photograph

An urgent request for money that appears to come from your manager or a family member

Someone impersonating an official or trusted organisation

This is an independent educational post about PaladinAi, CyberKnight, and ways families and organisations can protect themselves from deepfake content. This page is not affiliated with either company.

FOR EVERYONE: PAUSE — CHECK — VERIFY — PROTECT
Do not send money simply because a voice sounds familiar.

Do not assume that a video call proves the identity of the person you are speaking to.

In September 2026, the UAE Ministry of Human Resources and Emiratisation (MoHRE) warned about scams using deepfake technology to impersonate the Ministry or its staff. Dubai’s General Directorate of Residency and Foreigners Affairs (GDRFA Dubai) has also published public awareness material about the risk of fake videos and voices that can appear genuine.

Pause
Do not rush to transfer money, share private information, or react to an urgent message.

Check
Watch for warning signs such as:

Unusual urgency

Requests for secrecy

An unfamiliar phone number

A strange link or unofficial website

Changed payment details

Language that does not sound like the person normally speaks

Verify
Contact the person or organisation independently:

Call a number you already know

Write in the family group

Speak to a trusted workplace contact

Use an official website or app that you already trust

Do not use the link, phone number, or contact details contained in the suspicious message.

Protect
Do not share passwords, one-time codes, bank details, identity documents, or private images with an unverified requester.

Family tip
Agree on a private family safe word or a simple verification question that only close family members know.

For example:

“What was the name of our first family pet?”

If someone calls claiming to be a relative and urgently requests money, ask the question first—then verify independently.

HOW DOES A DUBAI COMPANY HELP ORGANISATIONS EXAMINE SUSPICIOUS MEDIA?
CyberKnight is a cybersecurity-focused company headquartered in Dubai.

In September 2025, CyberKnight announced a strategic distribution partnership with PaladinAi to bring AI-analytics solutions to organisations in the Middle East, Turkey, and Africa, including solutions connected with law enforcement and banking fraud.

PaladinAi describes its DeepGaze platform as a tool that analyses video, images, and audio for indicators of synthetic or manipulated media.

According to the company, this type of technology can be used for:

WHY DOES THIS MATTER AT WORK?
Finance teams, HR teams, customer-service teams, and executives may all face impersonation or manipulated-media risks.

An email may appear to come from a manager. A voice call may sound like a colleague. A fake video call may ask someone to transfer money, change payment details, or share confidential information.

Detection tools can help trained organisations examine suspicious material. But employees still need sensible verification procedures, whatever technology is available.

A simple rule is:

A convincing voice is not the same as a verified voice.

من هو ستيف؟
أنا ستيف — معلّم لغة إنجليزية، لكن التدريس هو أحدث فصل في قصتي فقط.

وُلدت في إنجلترا، وكانت حياتي أقرب إلى مغامرة مليئة بالتحولات من طريق مستقيم وواضح. كنت شخصاً يحب العمل والفعل أكثر من الكلام. بدأت العمل في سن مبكرة، وكنت أحب الأعمال العملية والوجود في الأماكن المفتوحة، وبدأت ممارسة الملاكمة عندما كان عمري نحو 11 عاماً.

بعد أن تركت المدرسة، كانت وظيفتي الأولى متدرّباً في النجارة.

ثم أمضيت ست سنوات في مشاة البحرية الملكية البريطانية. وقد أخذتني هذه التجربة إلى أماكن ومواقف لا يواجهها معظم الناس في الحياة العملية العادية، بما في ذلك بلفاست، والنرويج، ومركز قيادة نورثوود، وأعمال متفرقة مرتبطة بوايتهول.

عندما تغيّرت الخطة
في النهاية، تغيّر سوق الأمن البحري، ولم يعد هذا العمل مستداماً مالياً لكثير من الناس.

انتقلت إلى مجال التدريب الإلزامي تقريباً بالصدفة. وفي الوقت نفسه، كنت بحاجة إلى إكمال الدورة بنفسي لتطوير تدريبي الطبي. رأت الشركة مؤهلاتي وعرضت عليّ العمل.

وبعد ذلك توسعت خبرتي لتشمل تقديم التدريب السنوي التحديثي للعاملين في المجال الطبي — الأطباء والممرضين وأخصائيي الكيمياء الحيوية وغيرهم.

وشمل التدريب الإلزامي الإنعاش الأساسي، والإسعافات الأولية، والصحة والسلامة، وحماية الأشخاص، والمساواة والتنوع، وتدريبات أخرى متعلقة بمكان العمل.

وخلال أكثر من عشر سنوات، تعلمت شيئاً آخر: تدريس الإنجليزية ليس مجرد تدريس الإنجليزية.

إنه يمنح الناس أداة إضافية — طريقة للتواصل، وطريقة للتعلم، وطريقة لفهم المعلومات التي ربما لم تكن متاحة لهم بغير ذلك. وأحياناً يمنحهم طريقة لرؤية احتمالات لم يفكروا فيها من قبل.

لماذا لا نعرّفهم على أفكار أكبر، ومفردات أغنى، ونطق أوضح، وثقة أكبر في التعلم من خلال طرح الأسئلة والبحث عن الإجابات؟

أريد أن يحصل شباب اليوم على فرص للتعرف إلى أشياء قد تصبح جزءاً من حياتهم عندما يصبحون بالغين، قبل أن تصل تلك الأشياء فعلاً.

ليس لأنني أعرف بالضبط كيف سيكون المستقبل. أنا لا أعرف، ولا أحد يعرف.

لكنني قضيت وقتاً كافياً من حياتي وأنا أرى الخطط تتغير، ولذلك أعرف أن الاستعداد يمنحك خيارات أكثر عندما يحدث ذلك. ويساعدك على أن تكون مستعداً للحظات التي قد تغيّر الحياة، والتي لا يستطيع أحد التنبؤ بها.

0017 — WHO IS STEVE?
I’m Steve — an English teacher, but that is only the latest chapter.

I was born in England, and my life has been more of an adventure than a straight line. I was a doer rather than a talker. I started working young, enjoyed practical work and being outdoors, and began boxing when I was about 11.

After leaving school, my first job was as an apprentice carpenter.

Then came six years in the Royal Marines. That took me to places and experiences that most people do not encounter in an ordinary working life, including Belfast, Norway, Northwood Command Centre, and occasional work connected with Whitehall.

But I did not want to stop learning. Alongside everything else, I studied A-Level Law by correspondence and eventually achieved a Grade B through ULEAC.

FROM LAW AND FINANCE TO THE INDIAN OCEAN
My working life then moved in a completely different direction.

I did not need a law qualification to enter financial services. To become an Independent Financial Adviser, I needed to complete FPC1, FPC2, and FPC3. I became an Independent Financial Adviser and Pension Transfer Specialist, working in financial services from 2005 to 2011.

After that came another major change. From 2011 to 2015, I worked in maritime security, including on oil tankers and container ships in the Indian Ocean and in areas affected by Somali piracy.

The maritime work required a wide range of sector-specific courses, certifications, and competency training, including fi****ms training, STCW, BOSIET, and other specialist preparation.

It was also during this period that my medical training became increasingly important. For maritime work, I completed First Aid at Work and FPOS-I. I also completed MIRA as an additional qualification and later pursued PHTLS, which was the more advanced medical training I wanted.

I was already providing medical and first-aid support at children’s football and motocross events, and progressing into remote-area medical work was a planned next step.

One of the things those experiences taught me was very simple: knowledge matters. When something goes wrong, confidence is not enough. You need to know what to do. Sometimes, the difference between knowing and not knowing can be enormous.

WHEN THE PLAN CHANGED
Eventually, the maritime-security market changed, and the work was no longer financially sustainable for many people.

I moved into mandatory training almost by chance. At the same time, I needed to complete the course myself to further my medical training. The company saw my qualifications and offered me employment.

As a result, my experience expanded to providing annual refresher training for medical professionals — doctors, nurses, biochemists, and others. Mandatory training included Basic Life Support, first aid, health and safety, safeguarding, equality and diversity, and other workplace training.

I also qualified as a first-aid trainer and assessor, covering areas such as first aid, paediatric life support, anaphylaxis, oxygen, and AED training.

It was a strange collection of experience: law, finance, close protection and maritime security, medical training, and teaching.

Somewhere along the way, I had also completed an English-teaching qualification by correspondence while working at sea.

I did not know exactly where all of those pieces would eventually lead.

THEN CAME VIETNAM
In mid-to-late September 2016, I came to Vietnam on holiday. The plan was not necessarily to build a completely new life here.

But plans have a funny way of changing.

Within about a week of returning, I became an English teacher. I have been teaching English in Vietnam ever since.

I have taught in schools, language centres, universities, and other educational environments in Vũng Tàu, Ho Chi Minh City, and Đà Lạt. I have taught children, teenagers, and adults from very different backgrounds.

Over more than ten years, I have learned something else: teaching English is not really just about teaching English.

It is about giving people another tool — a way to communicate, a way to learn, and a way to understand information that might otherwise be unavailable to them. Sometimes, it is also a way to see possibilities they had not considered before.

SO WHY “WHEN I’M A KID NO MORE”?
This is where my rather unusual background finally comes together.

I am fascinated by where the world is going — AI, technology, blockchain, DeFi, geopolitics, and the enormous changes taking place around work and society.

I am generally optimistic about the future. I think we are entering a period in which the world that today’s young people will enter as adults could be very different from the world their parents grew up in.

So why wait until they are adults before preparing them?

Why restrict their English to simple subjects simply because they are young? Mozart was already performing music publicly as a young child.

Why not introduce them to bigger ideas, richer vocabulary, clearer pronunciation, and the confidence to learn through asking questions and seeking answers?

That is the thinking behind:

WHEN I’M A KID NO MORE
The idea is simple:

LEARN ENGLISH
PREPARE FOR THE FUTURE
DISCOVER THE WORLD

I want today’s young people to have opportunities to learn about things that may become part of their adult lives before those things arrive.

Not because I know exactly what the future will look like. I do not. Nobody does.

But I have spent enough of my life watching plans change to know that preparation gives you more choices when they do. It helps you be ready for the life-changing moments that nobody can predict.

Perhaps, years from now, one of my students will remember these lessons and say:

“Steve told us to prepare for this.”

And when the opportunities came, they were ready.

A LITTLE MORE ABOUT ME
I still believe in working hard and playing hard. I like learning new things, technology, interesting conversations, and thinking about what might be coming next.

After everything I have done — from boxing and the Royal Marines to finance, maritime security, medical training, and over ten years of teaching in Vietnam — I am still learning too.

That is probably why I do not expect my students to sit quietly and simply memorise English. I want them to think, ask questions, communicate, and discover answers.

Above all, I want them to be ready for the world they are actually going to live in.
