Celebrating 50 Years of NOBLE!

As the National Organization of Black Law Enforcement Executives - NOBLE celebrates its 50th Anniversary, I am filled with gratitude for an organization that has spent five decades developing principled leaders, advancing justice, and strengthening the relationship between law enforcement and the communities we serve.

For the past seven years, I have had the privilege of attending the NOBLE Annual Training Conference, and each year has reaffirmed my commitment to excellence in law enforcement. The knowledge, best practices, and professional relationships I have gained have directly benefited the U.S. Virgin Islands Peace Officer Standards and Training (POST) Council, allowing us to strengthen training, elevate professional standards, develop future leaders, and better serve the people of the U.S. Virgin Islands.

One of the most inspiring moments of this year’s conference was the Civil Rights Brunch keynote address delivered by Rev. Dr. Frederick Douglass Haynes III. His message challenged each of us to speak truth to power, pursue justice with courage and conviction, and understand that true leadership is rooted in service. He reminded us that our calling is not simply to enforce the law, but to be agents of hope, advocates for justice, and leaders who help transform lives and strengthen communities. His words resonated deeply and served as a powerful reminder of why we wear the badge and why organizations like NOBLE remain so vital.

I extend my heartfelt congratulations to Immediate Past President Renee Hall for her exceptional leadership, unwavering commitment, and dedicated service to NOBLE. Under her leadership, the organization continued to grow, inspire, and empower law enforcement professionals across the nation and internationally.

I also congratulate NOBLE’s newly installed President, Chief Mitchell Davis III, and wish him every success as he leads this outstanding organization into its next chapter. I have no doubt that under his leadership, NOBLE will continue to champion justice, develop transformational leaders, and strengthen partnerships that positively impact communities around the world.

To all of NOBLE’s past presidents, thank you for your vision, sacrifice, and steadfast commitment to ensuring that NOBLE remains one of the most respected law enforcement leadership organizations in the world.

A very special thank you to Ms. Trebor Randle for your unwavering support, guidance, and dedication to ensuring that the U.S. Virgin Islands POST Council and the Virgin Islands Police Department remain actively engaged with NOBLE. Your assistance was instrumental in making the 3rd Annual NOBLE International Training Summit, held in St. Thomas, U.S. Virgin Islands, a tremendous success. That summit not only showcased the beauty and hospitality of our islands but also provided world-class training, strengthened professional relationships, and reinforced the importance of collaboration among law enforcement agencies from across the region and beyond.

As we celebrate this historic milestone, we also celebrate how far law enforcement has come. While challenges remain, organizations like NOBLE continue to demonstrate that through visionary leadership, professional development, mentorship, accountability, and community engagement, we can build a stronger and more trusted profession.

It has been an honor to represent the U.S. Virgin Islands POST Council at the NOBLE Annual Training Conference over the past seven years. I remain committed to bringing back the knowledge, innovative ideas, and national partnerships gained through NOBLE to continue strengthening peace officer training and leadership throughout the Virgin Islands.

Congratulations to NOBLE on 50 extraordinary years of leadership, advocacy, and service. May God continue to bless this organization as it empowers future leaders and advances justice for generations to come.

The Virgin Islands Peace Officer Standards and Training (POST) Council extends its heartfelt thoughts and prayers to the family, friends, and fellow officers of Officer Eustace Charles during this difficult time.

We are deeply saddened by reports of his passing and join the law enforcement community in mourning the loss of a dedicated public servant. Officer Charles commitment to serving and protecting the people of the Virgin Islands will always be remembered.

On behalf of the POST Council, we extend our sincere condolences to all who knew and loved him.

May he rest in eternal peace.

I am truly grateful for the opportintity to attend the 2026 International Association of Law Enforcement Standards and Training (IADLEST) Conference in Fort Worth, Texas, alongside law enforcement training leaders, executives, and professionals from across the United States and its territories.

Attending conferences such as IADLEST has proven to be extremely beneficial, providing invaluable opportunities to learn from industry experts, exchange ideas with colleagues from other jurisdictions, and gain insight into best practices that can be applied here in the U.S. Virgin Islands. The knowledge gained through these experiences helps strengthen our ability to develop effective policies, improve training standards, and enhance the professionalism of our law enforcement community.

This year’s conference featured important discussions on officer wellness and resiliency, recruitment and retention, leadership development, emerging technologies, accreditation, accountability, and the future of law enforcement training. One of the key takeaways was the importance of continuous professional development and collaboration to ensure law enforcement agencies remain prepared to meet the evolving challenges facing our communities.

The valuable partnerships established, innovative ideas shared, and knowledge gained throughout the conference will help me to continue moving the U.S. Virgin Islands Peace Officer Standards and Training (POST) Council forward in its mission to ensure that all peace officers are properly trained, certified, and equipped to serve with professionalism, integrity, and accountability.

Thank you to the International Assn of Directors of Law Enforcement Standards & Training (IADLEST) for hosting an outstanding conference and for providing a platform that allows law enforcement leaders to learn, collaborate, and grow together. Experiences like these continue to reinforce the importance of investing in training, leadership, and professional development to better serve our communities.

On behalf of the U.S. Virgin Islands Peace Officer Standards and Training Council, I extend sincere appreciation to the National Organization of Black Law Enforcement Executives (NOBLE) for selecting the U.S. Virgin Islands as the host of the 2026 3rd. Annual International Training Summit.

We are honored to welcome law enforcement leaders and public safety professionals from across the United States, the Caribbean, and beyond to our Territory for this important event.

This year’s theme, “Justice Without Borders: Global Practices Protecting the Vulnerable,” reflects our shared commitment to collaboration, leadership, and service. It reminds us that while we may serve in different jurisdictions, we are united by a common mission to protect our communities and those most vulnerable among us.

We are especially proud to recognize the Virgin Islands Police Department as the host agency for this Summit. Alongside NOBLE, POST, and our territorial law enforcement partners, this collaboration has created a valuable opportunity for training, partnership, and the exchange of ideas that will continue to strengthen law enforcement throughout the Virgin Islands.

I would like to extend a special thank you to President Renee Hall and the NOBLE International Affairs Committee for bringing this meaningful Summit to our shores. May the relationships built and knowledge shared throughout this gathering continue to inspire excellence, unity, and progress in public safety.

This Memorial Day, the Office of the Peace Officer Standards and Training solemnly honors and remembers the brave men and women of our Armed Forces who made the ultimate sacrifice in service to the United States of America.

Their courage, selflessness, and unwavering dedication to duty secured the freedoms we enjoy today. We pause in remembrance of those who gave their lives in defense of our nation and extend our deepest gratitude to the families whose sacrifice is carried alongside their own.

Here in the U.S. Virgin Islands, we proudly recognize the many Virgin Islanders who have answered the call to serve our country with honor across generations. Their commitment and sacrifice remain a lasting part of our Territory’s history and legacy.

Today, we stand united in reflection, remembrance, and gratitude. May we continue to honor their memory through service, respect, and our continued commitment to the values they so courageously defended.

Good day,

Trust between the community and peace officers is not just important, it is essential.

When trust exists, it creates a strong foundation where officers and the community can work together toward a common goal, safety, justice, and a better quality of life for all. People are more willing to report crimes, share information, and cooperate during investigations when they believe in the integrity and fairness of those sworn to protect them.

Trust also brings a sense of reassurance. It allows community members to feel confident that when they call for help, they will be treated with respect, professionalism, and compassion. In return, officers are better able to do their jobs effectively because they have the support and partnership of the people they serve.

For peace officers, building that trust requires consistency, doing the right thing, even when no one is watching. It means being accountable, transparent, and committed to treating every individual with dignity and fairness.

Strong relationships between law enforcement and the community don’t happen overnight, they are built over time through positive interactions, open communication, and mutual respect.

When trust is present, communities thrive, partnerships grow stronger, and together we create a safer, more united environment for everyone.

Let’s continue to build, strengthen, and protect that trust, together.

In law enforcement, presentation and grooming are not about vanity, they’re about professionalism, discipline, and public trust.

The way an officer presents themselves is often the first impression the community receives. A clean, well maintained uniform, proper grooming, and attention to detail send a clear message that this officer is prepared, disciplined, and takes their role seriously. That visual presence alone can influence how people respond, whether in moments of cooperation, crisis, or conflict.

Grooming standards also reflect self-respect and accountability. If an officer is committed to maintaining themselves, it shows they are just as committed to upholding the standards of the profession. It’s about consistency and doing the right things, even in the smallest details.

More importantly, professional appearance strengthens credibility and command presence. In high-pressure situations, people naturally look for someone who appears confident, composed, and in control. Presentation helps establish that authority before a single word is spoken.

It also represents something bigger than the individual, it reflects the agency, the badge, and the profession as a whole. Every officer is a walking representation of their department and the community they serve.

At the end of the day, how we present ourselves is a direct reflection of our pride in the job and our respect for the people we serve.

As the Executive Director of the Peace Officer Standards and Training Council, It is my responsibility to ensure all peace officers throughout the U.S. Virgin Islands are properly certified, professionally trained, and current with the standards and trainings necessary to serve our community with integrity, accountability, and professionalism.

During Police Week, we honor the dedicated men and women of law enforcement who serve with courage, commitment, and sacrifice. We also pay tribute to those who made the ultimate sacrifice in the line of duty. Their service and dedication will never be forgotten.

Having served thirty years in law enforcement, I understand firsthand the responsibilities and challenges that accompany this profession. This week we recognize not only the badge, but also the individuals behind it who work tirelessly each day to protect and serve our communities.

May God continue to protect and guide all law enforcement officers throughout the U.S. Virgin Islands and across our nation.
