More than half the power in a windmill pitch comes from the legs, not the arm.
That's not to say arm work doesn't matter, or that any program can promise zero injuries, nothing does. What the research actually supports is simpler: a weak link anywhere in the hip-to-core-to-shoulder chain puts more strain on the arm to compensate for it. Training the arm alone treats the last link, not where the power starts.
