Hospital lockdown plans look solid on paper—until the doors fail, the comms break, and real people have to make real decisions. This case study walks through exactly where lockdown procedures fall apart in the moment, so you can tighten protocols, train for uncertainty, and reduce the gaps that get lives hurt. If you’re responsible for staff, patients, students, or visitors, you can’t afford complacency—accountability has to show up in readiness. Take the lesson and build a plan that survives contact with reality.

CAN YOUR EMERGENCY PLANS BE USED AGAINST YOU?

If a bomb threat automatically triggers an evacuation, one phone call may bypass every security measure you have and move everyone into a more exposed, predictable location.

The same vulnerability exists with fire alarms. If occupants are conditioned to evacuate automatically—without considering what they see, hear, or know—an attacker may use the alarm to draw people out of secured rooms and into hallways or designated gathering areas.

Lockdown policies can also create danger.

Does your policy direct occupants to:

• Crowd into a “hard corner”?
• Huddle under desks or tables?
• Sit passively on the floor?
• Move away from exits and objects they could use for protection?
• Remain in place even after an attacker enters the room?

What happens when one incident triggers two conflicting responses—such as a fire alarm during an active threat or a bomb threat during a lockdown?

Which policy takes priority?

Emergency procedures should guide informed decisions—not create automatic, predictable reactions that an attacker can exploit.

That is exactly why we developed the Preparedness720™ System.

We examine emergency preparedness from every angle to identify gaps, conflicts, vulnerabilities, and dangerous assumptions before a real emergency exposes them.

Preparedness720™ services include:

• On-site safety and emergency-preparedness assessments
• Emergency Operations Plan and Emergency Response Plan development
• Review and revision of existing policies and procedures
• Identification of conflicting emergency responses
• Standard Response Protocol integration
• Tactical evacuation and reunification planning
• Tabletop exercises and scenario-based drills
• After-action reviews and corrective-action planning
• Active Shooter ResponseAbility™ Training
• Ongoing review and continuous improvement

A plan should never make people easier to find, easier to target, or less capable of protecting themselves.

Preparedness is not simply knowing how to follow a procedure.

It is knowing when that procedure may no longer be the safest response.

If you aren’t actively training to survive, aren’t you passively training to die?

It is an uncomfortable question—but maybe it should be.

Emergency plans, locked doors, cameras, alarms, and notification systems can all play an important role. But none of them replaces the ability of the people facing the danger to take effective action.

Under extreme stress, people rarely rise to the level of a written plan. They tend to fall back on what they have practiced.

If the only thing people practice is hiding, waiting, and hoping someone else arrives in time, what response are we actually conditioning?

Active Shooter ResponseAbility™ Training develops more than awareness. It gives staff and students practical skills, realistic experience, and the confidence to observe, perform, work together, and resist when their lives depend on it.

Prevention is the most important outcome.

Training is the most important preparation.

Are your people actively training to survive?

A fully loaded five-shot snub-nose revolver and a knife are placed side by side.

Which one is more dangerous?

Trick question.

Neither possesses intent. Neither selects a victim. Neither commits a crime.

The danger comes from the person controlling it.

A firearm can inflict devastating harm quickly and from a distance—but it has limited ammunition, requires mechanical operation, can malfunction, and is heavily regulated.

A knife requires no ammunition. It is inexpensive, readily available, easily concealed, and found in virtually every home. Its ability to cause harm is limited primarily by the person wielding it—and whether someone stops them.

Yet our attention so often remains fixed on regulating objects instead of identifying dangerous behavior, preventing violence, and holding violent offenders accountable.

Tools do not possess intent.

People do.

Stop treating the object as though it committed the crime. Focus on the person who chose violence—and hold that person accountable.

Today, our team completed LiDAR scanning throughout all three buildings of the Chateaugay Central School District in New York as part of the ELS 911 Emergency Wayfinder system.

Chateaugay CSD has been using ELS911 for the past year, and ELS911 is now moving toward a faster, better, and more efficient scanning process. These updated scanning capabilities will help enhance the system’s accuracy and effectiveness.

These scans will be used to create highly accurate floor plans and interactive virtual 3D tours—important components of the ELS911 system that provide first responders with clearer, more useful information when every second matters.

Pugh Self-Protection & Combatives is proud to be an authorized ELS911 dealer, and Zachary Pugh serves as ELS911’s Vice President of System Development.

It is an honor to work with Superintendent Loretta Fowler, a true pioneer in advancing school-safety initiatives and making meaningful investments in preparedness.

Many organizations say safety is a top priority. Chateaugay CSD demonstrates that commitment through action.

Thank you to Superintendent Fowler and the entire Chateaugay CSD team for trusting us to help enhance the safety and preparedness of your schools.

Armed guards aren’t a substitute for readiness—and security training isn’t a checkbox. If you want safer sites, you need protocols that hold up under stress, clear decision-making, and real confidence from the people tasked with protection. This article breaks down when armed coverage helps, when it fails, and why accountable, scenario-based training is what actually reduces risk for families and organizations alike. Take seriously what happens in the first minutes—because survival doesn’t care what you intended.
