The reasoning centers on Congress's constitutional authority:

(Note: SBRs/SBSs may still require standard forms depending on separate Gun Control Act rules or dealer guidance).
* Items NOT covered: Machine guns and destructive devices remain fully subject to the NFA and federal tax/registration requirements.
* State Law Still Applies: State-level bans or state-level registration laws on suppressors and SBRs remain active and are unaffected by this federal district court ruling.
3. Current Practical Impact
For eligible transactions in states without state-level suppressor bans, buyers purchasing through covered channels no longer face the multi-month Form 4 background queue or NFA registration. Instead, the purchase operates similarly to buying a standard handgun or rifle—requiring a standard ATF Form 4473 and NICS background check at the dealer.

The federal government retains the right to appeal to the 5th Circuit Court of Appeals or request a stay from a higher court, which could pause or reverse the injunction at a later date.
