ATF is proposing to allow “Non-Over-the-Counter” firearm sales by FFLs to residents of the same state. The update would modernize identification verification for these transactions, making compliance with the 1968 Gun Control Act and 1994 Brady Act more efficient while maintaining all required background checks and safeguards. This provides FFLs greater flexibility using today’s secure ID verification options. I have just been advised under Kentucky law regarding the new KRS relating to persons 18 to 20 years old cannot obtain a caring concealed deadly weapon in Kentucky license until the KAR changes this administrative change is going to take months before it’s approved and when it is approved, I will let you all know and another issue I see in a person 18 to 20 year-old can carry a concealed weapon under Kentucky law however being a licensed Federal Pharm license dealer I cannot sell a handgun to someone under 21 years of age

ATF is proposing to simplify the process for transporting lawfully registered NFA fi****ms. This update includes:
• Short-term transport (365 days or fewer): No advance notice or ATF approval required.
• Long-term or permanent relocation: Submit notice on Form 5320.20, but no need to wait for approval.

This change removes unnecessary burdens on law-abiding NFA owners while preserving all other federal, state, and local requirements.
