Hot off the trails: We’ve updated our rules to allow Class 1 (pedal-assist) ebikes and adaptive mountain bikes on natural surface trails.
Electric dirt bikes and throttled motorized bikes remain prohibited on all Montgomery Parks trails. This is because they cause erosion, damage trails and natural habitats, and create safety risks.
See something unsafe on our trails? Report misuse, unsafe behavior, or trail damage to Park Police or Customer Service by calling the non-emergency number 301-949-8010.

Call to action - MD e-bike regulations meeting on Thursday May 28 (meeting details at the end).
Long post, but I'll try to keep it organized. There is a push from the Pedestrian, Bicycle, and Traffic Safety Advisory Committee (PBTSAC) to heavily regulate Class 2 and Class 3 e-bikes in the state of Maryland. I realize that many people in the group are in DC, but these types of regulatory pushes are spreading through different states (search for NJ ebike laws as an example).
The chairman of that committee is recommending restrictive laws and regulations based on misinformation and misunderstanding of what ebikes are and how they are used. The document authored by Christopher Arndt (chairman) can be read here:

Some highlights are:
-Class 2 e-bikes should be considered adaptive vehicles for use by individuals with physical disabilities or mobility challenges and should require a special permit to operate
-"Class 3 e-Bikes are not bikes; they are e-Motos" and are no different than gas powered Mopeds. it is recommended that they require titling, and are registered with license plates, as well as requiring an operator’s license. Lastly, they should be allowed only on motor vehicle roadways.
Please join the meeting if you're able to, speak up with how you use your Class 2 or Class 3 ebike and why it's important to be able to continue doing so. The recent e-moto issue where there are electric dirt bikes being used by underage kids on public roads is driving a scare towards overregulation of actual bicycles.
