Please refrain from illegal dumping at the Recycle Saline office. We understand it is cardboard, but this is still considered the incorrect way of disposal. Proper owners of the illegal dump will be notified, and corrective action will be taken.

The Recycle Saline office will be closed Monday, January 20, 2025, in observance of Martin Luther King Jr. Day.

We encourage you to attend the community events that are happening this Saturday with a Block Party in Downtown Benton from 10:00 a.m. - 2:00 p.m. and the Prayer Breakfast that will be Monday at First United Methodist Church beginning at 8:00 a.m.

Recycle Center will remain closed today. There is still quite a bit of ice in the parking lot. We've tried to clear as much as we could but it's still very icy. We might be able to open this afternoon. We'll post here if we open. We are sorry for the inconvenience, but the safety of our recyclers is the most important.

Environmental Enforcement

This position is a product of Arkansas State Legislation via the Litter Control Act of Title 8 Environmental Law. Officers in this position are licensed and trained per Arkansas Regulation 27, and are commissioned to enforce Arkansas State Statute as it pertains to the Litter Control Act under the Solid Waste Management Act/Title 8 Environmental Law. All Arkansas enforcement officers are trained through the Arkansas Environmental Training Academy in Camden, AR and are tested via Arkansas Department of Environmental Quality. Once trained and tested, each Officer is commissioned by the Arkansas Pollution Control & Ecology Commission. Each Officer must be employed by one of the following agencies: Sheriff’s Department, Solid Waste District, ADEQ, and County Government/Department.

Enforcement Officers may by Arkansas State Statute issue citation’s which may be served in person or by certified mail, restricted delivery. The person receiving the citation is required to appear before the court named in the citation at the time designated. Courts having jurisdiction over the citations may issue penalties as specified in the Solid Wast Management Act. Title 8 Environmental Law.

At this time the Enforcement Officers enforce state statutes for illegal dumping of household waste, trade waste, tires, white goods, and construction & demolition materials. The Enforcement officer also enforces state statutes for illegal burning of non-organic waste such as: household waste, tires, trade waste, and construction & demolition materials. In addition to the enforcement of state statutes, the enforcement officer, when employed by a solid waste district, can enforce any resolution derived by the solid waste district executive board.

The Enforcement officer is capable: with additional training to include enforcement in two immediate areas: 1. Waste Tire Generation and 2. County Burn Bans. Waste Tire Generation is a concept where the officer can check manifest from tire dealers, ensure proper disposal practices are in place, and inspect waste tire transporters.
