[Eng below] 📊 89,4% — ветерани отримали допомогу. 41,4% — мали проблеми в отриманні. То система працює чи ні?
🔎 Щоб зʼясувати це, ми опитали 515 ветеранів і членів їхніх родин, провели 4 фокус-групи та 19 перевірок методом «таємного клієнта». І розробили практичний чек-лист, за яким можна оцінювати якість ветеранського сервісу. Повний звіт — це вже не просто статистика, а конкретні проблеми та рекомендації, що з ними робити. Радимо відкрити й прочитати.
🔢 57,7% ветеранів сказали, що послуга повністю допомогла вирішити їхню проблему, ще 31,7% — що частково. 81% вважають результат таким, що відповідає їхнім очікуванням, а 72,2% готові рекомендувати сервіс іншим ветеранам.
👨💼👩💼 Але водночас 41,4% стикалися з труднощами під час отримання або оформлення послуг. Іноді це означало не один, а кілька візитів: 37% зверталися 2–3 рази, 14% — чотири й більше. Серед найпоширеніших проблем — бюрократія, тривале очікування, незрозуміла інформація та складність її пошуку.
🗺️ Цікаво й інше: лише 12,1% ветеранів мали негативний досвід взаємодії з персоналом. Тобто проблема часто не в тому, що з ветераном «погано поговорили». Проблема може бути в маршруті, процедурі, доступності інформації та тому, чи отримав ветеран повне розуміння того, що робити далі.

«Ми не ставили собі за мету довести, що система не працює. Навпаки — цифри показують, що вона в багатьох випадках працює. Але якщо ветеран отримує послугу лише після двох, трьох чи чотирьох звернень — питання до якості системи залишається. Бо якісний сервіс — це не тільки фінальний результат. Це весь шлях, який проходить ветеран».

Дослідження ґрунтується на досвіді ветеранів та членів їхніх родин у Києві, тому його результати не слід автоматично екстраполювати на всю Україну.

89.4% say the services helped. 41.4% faced problems. So, does the system actually work?
🔎 To find out, we surveyed 515 veterans and their family members, held 4 focus groups, and conducted 19 “mystery client” checks. We also developed a practical checklist to assess the quality of veteran services. The full report is not just about statistics — it identifies specific problems and offers practical recommendations for improving the system. We encourage you to read it.
🔢 57.7% of veterans said the service fully solved their problem, while another 31.7% said it helped partially. 81% said the outcome met their expectations, and 72.2% would recommend the service to other veterans.
👨💼👩💼 At the same time, 41.4% experienced difficulties when accessing or applying for services. For some, this meant making several visits: 37% had to return 2–3 times, while 14% had to return four or more times. The most common problems were bureaucracy, long waiting times, unclear information, and difficulty finding the right information.
🗺️ There is another important finding: only 12.1% of veterans reported a negative experience with staff. So, the problem is often not that veterans are treated badly. It can be the process itself — the journey, the procedures, access to information, and whether a veteran clearly understands what to do next.

“Our goal was not to prove that the system doesn’t work. Quite the opposite — the numbers show that in many cases, it does work. But if a veteran has to come back two, three, or four times to get a service, we still have to ask questions about the quality of the system. Because a quality service is not just about the final result. It is about the entire journey a veteran has to go through.”
🤝 The study was conducted by Mitsni 300 as part of the project “Veteran Services Under Review: Testing and Standardization”, with support from the German Marshall Fund of the United States (GMF). The research is based on the experiences of veterans and their family members in Kyiv, so the findings should not automatically be generalized to all of Ukraine.
