Referencing his speech, Goh, now a grandmaster and the chief executive of the Singapore Chess Federation, said: “At the time, I basically mentioned that how one defines a sport could be a lot more holistic as compared to just whether one sweats or not. If you consider a sport as something where you compete against one another, whether it is one versus one or 11 versus 11.

“Whether you consider sport as something that combines aspects like discipline, resilience, focus, preparation, nutrition, sleep, psychology, sport science, whether these are all things that an athlete from a physical sport has to consider.”

Nearly 20 years later, the question of what constitutes a sport remains unresolved and the debate around whether mind games, and others like e-sports, should be considered sport still lingers.

首届亚洲智力运动大会暨嘉年华已于2025年11月13日至15日在新加坡新达城国际会议与展览中心圆满落幕。大会由亚洲智力运动联合会（AMSA）主办，并由新加坡国际象棋总会、围棋总会、象棋总会及桥牌总会联合承办，吸引了来自亚洲多国的智力运动选手与协会代表参与。活动通过大会、展示与交流环节，成功推动了区域智力运动的发展，也进一步巩固了新加坡作为亚洲智力竞技新中心的地位。

Several months after that outing in Quang Ninh, Vietnam, he earned his Grandmaster title – becoming the youngest Singaporean at the time to achieve the feat – and has since claimed major scalps like American grandmaster Hans Niemann and Azerbaijan’s Shakhriyar Mamedyarov, while also winning international events. As he prepares for his second SEA Games appearance in December, Tin believes the experiences have shaped him into a more complete player.

The 25-year-old said: “As compared to then, I’m definitely a much stronger player and the events are also very different this time around, so it will be a fresh experience.”

The move reflects the "growing diversity and aspirations of Singaporeans in our sporting landscape", the Ministry of Culture, Community and Youth (MCCY) said in a press release on Tuesday.

The Bill seeks to amend the existing Singapore Sports Council Act.

Both mind sports and e-sports have seen surging interest in Singapore in recent years.

At Gamescom Asia 2024, Minister of State for Trade and Industry Alvin Tan said that the video games and e-sports markets are projected to grow at compound annual growth rates of 13.3 per cent and 9.2 per cent, respectively.
