Honored to join ASEAN BAC Philippines and the Tech for Good Institute today for a critical regional conversation: AI Skilling for SMEs in Southeast Asia.

Sharing my key positions from the discussion:

On what "AI skills" actually means to SMEs: Most Filipino business owners associate AI skills with tool names — ChatGPT, Canva, Gemini. Only 7% describe outcomes. That's the first problem we need to solve. Skilling must be anchored to business processes, not product names.

On the #1 barrier: It's not cost. It's the Return on Learning problem. The programmes that work are the ones that guarantee a measurable outcome in 30 days — not a certificate at the end of a module.

On what actually works: Peer cohorts. Production mandates. Founder-to-founder framing - exactly how we do it in our ASTRA™ programme. The policy implication: stop building more programmes. Start documenting and amplifying outcomes from the ones already working.

On the single most impactful policy action: An ASEAN AI Skills Passport — tiered, stackable, blockchain-verified, mutually recognized across all 11 member states under DEFA. The Philippines holds the ASEAN Chairmanship in 2026. This is the year to anchor it before December handover. It should be our legacy deliverable — the way AMEN was in 2017.

On responsible AI for SMEs: Governance frameworks designed for enterprises become compliance burdens for a 5-person business. Responsible AI for an SME should answer three questions in 10 minutes:

What data does this tool use?
Who has access?
What happens when it's wrong?

If you need a lawyer to answer those questions, the framework has already failed.

On market diversity across ASEAN: Common foundation. Differentiated applications. Every ASEAN SME deserves access to Tier 1 AI skills — in their own language, at zero cost. That's a public good. The advanced tiers are where the private sector competes.

The AI skilling gap in Southeast Asia is real. But it's closable — if we lead with outcomes, not infrastructure.
