☀️ WHAT IS A MICRO-SOLAR SYSTEM (MSS)?

DOE Department Circular No. DC2026-08-0017 introduces the Micro-Solar System (MSS) as a small, consumer-grade, plug-and-play solar generation system intended primarily for the end-user’s own electricity consumption.

But what does “plug-and-play” really mean?

A qualifying MSS under the Circular is limited to:

🔹 Maximum 1,000 W (1 kW) DC solar PV capacity
🔹 Maximum 800 W (0.8 kW) AC micro-inverter output
🔹 A factory-set grid-tied micro-inverter with automatic anti-islanding protection
🔹 Connection through a standard household outlet or circuit with a PEC-compliant installation

During the day, the solar panels produce DC electricity. The micro-inverter converts this into AC electricity synchronized with the grid and helps supply the appliances operating in the house.

For example, if your home is using 1,200 W while the MSS is producing 700 W, the solar supplies approximately 700 W and the grid supplies the remaining 500 W.

This means MSS can reduce the electricity you purchase from your Distribution Utility—but it does NOT mean “free electricity” or complete independence from the grid.

✅ Under DC2026-08-0017, a qualifying MSS does not require a Building Permit or ERC Certificate of Compliance (COC) under the Circular.

✅ However, post-installation notification to the host Distribution Utility is still required.

⚠️ If the MSS produces excess electricity that flows to the distribution system, that export receives NO billing credit or compensation unless the end-user is properly enrolled in the Net-Metering Program.

⚠️ During a power outage, the automatic anti-islanding protection disconnects the grid-tied MSS. An MSS by itself should therefore NOT be mistaken for a backup-power system.

And perhaps the most important reminder:

🔌 “PLUG-AND-PLAY” DOES NOT MEAN “PLUG ANYWHERE.”

The exemption from a Building Permit and ERC COC does not exempt the installation from the Philippine Electrical Code (PEC), applicable safety requirements, product-quality standards and other applicable laws and regulations.

Solar energy should be made more accessible—but accessibility should never come at the expense of electrical safety.

📌 Before purchasing or installing an MSS, understand the equipment, its limitations and the applicable requirements. When in doubt, seek qualified electrical advice.

☀️ OWN-USE SOLAR MADE EASIER FOR FILIPINO CONSUMERS

The Department of Energy’s DC2026-08-0017 introduces streamlined guidelines for Self-Generating Facility Zero-Export Solar Systems (SGF ZESS) and Micro-Solar Systems (MSS) intended for own use.

One of the most significant developments for households and small consumers is the recognition of the Micro-Solar System (MSS).

For a qualifying MSS:

🔹 Maximum 1,000 W DC solar PV capacity
🔹 Maximum 800 W AC micro-inverter
🔹 Automatic anti-islanding protection
🔹 No Building Permit required under the Circular
🔹 No ERC Certificate of Compliance (COC) required
🔹 Post-installation notification to the Distribution Utility is required
🔹 The DU cannot impose pre-installation clearance, technical permit or inspection fee as a condition for installation

For larger household Zero-Export Solar Systems (ZESS), the rules are different. ZESS may be of any PV capacity, and household installations are exempt from the ERC COC requirement; however, Building Permit requirements still apply. An existing Building Permit may suffice if verified by the LGU.

⚠️ Most importantly, regulatory simplification does NOT mean relaxation of electrical safety requirements.

All installations must still comply with the Philippine Electrical Code (PEC) and applicable safety and quality standards.

And remember: excess electricity exported by an MSS does not automatically earn a credit. The end-user must be enrolled in the Net-Metering Program to receive the applicable billing credit.
