The first response to bad news teaches the team what to report next time.

When someone raises an unexpected condition, mistake, delay, or concern, a leader does not need to reach a conclusion immediately.

First understand what was observed, what has changed, and whether action is required.

Accountability still matters. But anger, ridicule, or premature blame can make people hesitate the next time important information needs to move quickly.

Strong authority does not fear uncomfortable reports. It uses them to build a more accurate operating picture.

What response encourages early and honest reporting onboard?

A task can feel manageable while the day’s total noise exposure keeps building.

Noise risk depends on both sound level and time. Repeated machinery-space entries, extended work, and several noisy tasks during the same period may contribute to the overall exposure.

Planning should consider the expected environment, task duration, work sequence, communication needs, and suitable protective controls.

Hearing protection is important, but it does not remove the need to understand and manage the complete exposure.

Specific limits and requirements must follow the vessel’s approved arrangements.

From **1 September to 30 November 2026**, the Paris MoU and Tokyo MoU will conduct their joint **Port State Control Concentrated Inspection Campaign (CIC) on Cargo Securing**.

And this will not be only about having the right document onboard.

PSCOs will be looking at whether cargo securing requirements are actually understood and applied onboard—including:

⚓ the ship’s **Cargo Securing Manual**
⚓ the condition and suitability of **lashing and securing equipment**
⚓ actual **stowage and securing arrangements**
⚓ crew **familiarity and training**
⚓ procedures for **heavy weather** and other operational conditions
⚓ whether shipboard practice matches what the SMS and CSM require

The official CIC questionnaire contains **10 questions**, and DNV notes that **7 may be considered grounds for detention**.

That makes the preparation question very simple:

**If a PSCO walks the deck and starts asking your officers and ratings questions, can they confidently explain—and demonstrate—what they actually do?**

Before September, don’t just review the manual.

**Walk the deck. Check the equipment. Talk to the crew. Verify the actual practice.**

For a nation of islands, the sea is not only part of our geography. It is part of our livelihood, mobility, security, trade, environment and national future.

Maritime awareness means understanding the vital role of:

Filipino seafarers and maritime professionals;
safe and efficient shipping;
maritime education and training;
protection of our marine environment;
responsible use of our maritime resources; and
a culture of competence, discipline and stewardship at sea.

At MKMTCI, we believe maritime awareness must go beyond recognition. It must be built through education, skills development, professionalism and continuous learning.

This month, let us remember:
A strong maritime nation is built by people who understand the sea, respect its importance, and prepare themselves to serve it well.

A partly filled tank can reduce the vessel’s effective stability margin.

As the vessel heels, liquid inside a slack tank can move toward the lower side while its surface remains approximately level. This creates a free-surface effect that is accounted for as a virtual rise of the vessel’s center of gravity and a reduction in effective GM.

Tank geometry, liquid density, filling condition, and the number of slack tanks all influence the total effect.

Current tank status should therefore be reflected accurately in every stability assessment.

Specific corrections and limits must come from the vessel’s approved stability information and loading instrument.

Does the selected feed rate still match the oil condition and separation duty?

Purifier performance depends on more than whether the machine is running.

Feed rate, temperature, viscosity, contamination load, bowl condition, operating setup, and output trend may all influence the effectiveness of separation.

Increasing throughput may also reduce the time available for contaminants to separate under some operating conditions.

The useful question is whether the present arrangement is producing the treatment result required—not simply the greatest possible flow.

Specific settings and limits must follow the equipment manufacturer’s guidance and the vessel’s approved arrangements.

Several bridge alarms may begin with one shared data source.

Integrated bridge functions often depend on common sensor information. When one input becomes unavailable, inconsistent, or uncertain, several related displays and functions may respond.

The alarm sequence becomes more useful when the team identifies what changed first, which systems use the same information, and whether the indications agree with the actual navigational situation.

The sequence provides evidence for assessment. It does not confirm the cause by itself.

Specific actions must follow the vessel’s approved system and manufacturer guidance.

Heroes are not found only in history books. 🇵🇭

This National Heroes Day, we honor the courage and sacrifice of the Filipinos who helped shape our nation—and we also recognize the spirit of service that continues in the Philippines today.

Modern heroism can be seen in many forms: in the seafarer working far from home to support a family, the teacher shaping the next generation, the healthcare worker caring for others, the responder protecting communities, the worker keeping essential industries moving, and every Filipino who chooses integrity, responsibility and service even when no one is watching.

For the maritime community, heroism is often quiet.

It is the officer who makes the safe decision under pressure.
The crew member who looks after a shipmate.
The instructor who passes experience to the next generation.
The seafarer who carries both professional responsibility and the hopes of a family back home.

Today, we remember the heroes of our past while recognizing a lesson that remains relevant:

A nation is strengthened every day by people who choose to serve with courage, competence and integrity.

Mabuhay ang mga bayani ng kahapon—at ang mga Pilipinong patuloy na naglilingkod para sa bayan ngayon.

The tank quantity may remain unchanged while the sounding changes.

A sounding measures liquid depth at one location inside the tank. When the vessel trims or lists, the liquid surface remains approximately level while the tank moves with the ship.

The reading at the measurement point may therefore change even without a transfer.

Tank geometry also affects how a measured depth relates to total volume.

Accurate assessment requires the correct tank, current vessel condition, reliable measurement, and approved calibration information—not the sounding value alone.

The same anchorage can require a different plan when conditions change.

Water depth, seabed information, vessel draft, expected wind and current, swinging room, traffic, and the intended duration at anchor may all influence the operation.

Bridge personnel develop the navigational picture. The deck team confirms the practical readiness of the anchor station and equipment.

The objective is shared understanding before arrival—not separate assumptions about what the operation will require.

Specific arrangements and limits must follow the Master’s direction, current navigational information, and the vessel’s approved procedures.
