African EMBs Advance Diaspora Voting | Chairperson Weedor Highlights Legal and Logistical Challenges

Sharm El Sheikh, Egypt | 7 July 2026 — Electoral Management Bodies (EMBs) from across Africa are meeting in Sharm El Sheikh, Egypt, to discuss pathways for enabling citizens living abroad to participate in elections in their home countries.

Speaking during the discussions, the Chairperson of the National Elections Commission of Liberia (NEC Liberia), Mr. Jonathan K. Weedor, noted that Liberia's current electoral laws do not clearly provide for diaspora voting, presenting a significant legal challenge to extending voting rights to Liberians residing abroad.

Mr. Weedor also highlighted the logistical and financial constraints associated with facilitating diaspora voting, emphasizing the need for sustainable and practical approaches to ensure broader electoral participation.

The NEC Chairperson further reminded fellow EMB leaders and organizers of the 10th Annual Continental Forum of Election Management Bodies that public trust remains a foundational pillar in advancing diaspora participation in elections and strengthening electoral integrity.

Mr. Weedor is attending the forum alongside Commissioner Barsee Leo Kpangbai and the Special Assistant to the Chairperson, Joe Yarsiah.

Held under the theme, 'African Citizen Abroad (Diaspora) Voting: Progress, Gaps and Prospects,' the forum runs from 6–8 July 2026 and is jointly organized by the African Union (AU), the Association of African Election Authorities (AAEA), and the European Centre for Electoral Support (ECES), in collaboration with the host country, the Arab Republic of Egypt.

Countries that have implemented diaspora voting, including Guinea, Senegal, Cape Verde, Egypt, and Tunisia, shared their experiences and lessons learned, highlighting both the opportunities and challenges associated with conducting out-of-country voting.

Meanwhile, the forum continues to underscore that diaspora voting is a right rather than a privilege, while providing participants with an overview of existing practices, legal frameworks, and emerging trends in out-of-country voting across Africa.

Advancing Effective Electoral Communications | NEC Liberia Concludes Review of Communications Strategy, Policy and Protocols

3 July 2026 | NEC Headquarters, Monrovia, Liberia — With support from the European Union in Liberia through the UNDP Liberia Electoral Support Project (LESP), the National Elections Commission of Liberia (NEC–Liberia) has concluded a comprehensive review of its draft Communications Framework aimed at strengthening public communication and stakeholder engagement throughout the electoral cycle.

The review process was conducted across three regions—Ganta, Buchanan, and Monrovia—and brought together more than one hundred participants, including election experts, election magistrates, journalists, Press Union-of Liberia, civil society representatives, and development partners.

Delivering the closing statement on behalf of the NEC Board of Commissioners (BoC) on Friday, 3 July 2026, Commissioner Ernestine Morgan-Awar described communication as a critical pillar of credible and inclusive electoral processes.

She commended the NEC Communications Section, UNDP–LESP, and the European Union for their commitment and support in advancing strategic communication as a central component of election administration.

Speaking at the event, UNDP–LESP Chief Technical Advisor, Katherine Green, acknowledged the efforts of the NEC Communications Section and reaffirmed the project's continued support to the Commission in strengthening its communication Section and public outreach initiatives.

With support from the NEC Secretariat, a concept was developed to guide the formulation of a five-year Communications Framework (2026–2030), which will help streamline election-related messaging and improve information dissemination through diverse media platforms across Liberia.

At the close of the consultation, the NEC and participating journalists signed a communiqué reaffirming their shared commitment to strengthening collaboration and promoting accurate, timely, and responsible reporting on electoral activities across the country.

The communiqué underscores the importance of a strong partnership between the Commission and the media in fostering public trust, transparency, and citizen participation in the electoral process.

Upon completion and validation, the NEC Communications Strategy, Policy, and Protocols will be formally published and circulated throughout the Commission and shared with key stakeholders and development partners.

NEC Liberia Launches Final Review of Communications Framework to Strengthen Public Trust and Electoral Transparency

Monrovia, Liberia | 2 July 2026 — The National Elections Commission of Liberia (NEC-Liberia) has begun a two-day consultation to review its Draft Communications Strategy, Policy, and Protocol, aimed at strengthening public engagement, improving information dissemination, and enhancing transparency in the country's electoral processes.

Speaking on behalf of the NEC Board of Commissioners (BoC) at the opening of the consultation held at the Commission's Headquarters in Monrovia on Thursday, 2 July 2026, Commissioner Cllr. Ernestine Morgan Awar emphasized that effective communication remains central to the Commission's mandate of conducting credible, inclusive, and peaceful elections.

She noted that the ongoing review reflects the NEC's commitment to transparency, accountability, professionalism, and continuous institutional development, particularly as the communications sector continues to evolve through digital technologies and social media platforms.

According to Commissioner Awar, timely, accurate, and consistent communication is critical to building public confidence in the electoral process, combating misinformation and disinformation, and ensuring that citizens remain informed at all stages of the electoral cycle.

Also speaking, UNDP Liberia Electoral Support Project (LESP) Programme Officer, Roosevelt Zayzay, welcomed the NEC's efforts to strengthen public communication through the development of its Communications Strategy, Policy, and Protocol.

He reaffirmed UNDP-Liberia's continued support to the electoral management body as it advances institutional reforms and modernization efforts.

In further remarks, Press Union Press Union-of Liberia (PUL), President Julius Kanubah, called for constructive collaboration between the media and the NEC, emphasizing that the media will continue to play its watchdog role in the interest of the Liberian people.

As the NEC transitions under new leadership, Kanubah urged journalists to maintain professional scrutiny of the Commission's actions and decisions, including its engagement with political parties, enforcement of electoral laws, and public communication efforts.

The final review is expected to generate partners input that will inform revisions to the draft documents before submission to the Board of Commissioners for consideration.

Among those in attendance at the consultation were: Commissioner Floyd Oxley Sayor, the Executive Director, Anthony K. Sengbe, Deputy Executive Directors for External Relations and Operations Samuel B. Cole and Emma K. Togba, respectively, along with media representatives and other staff.

LESP Board Meeting Reviews Progress and Approves 2026 Work Plan

NEC Headquarters, Monrovia, Liberia | 30 June 2026 — The Board Meeting of the Liberia Electoral Support Project (LESP) convened on Tuesday, 30 June 2026 to review its achievements and approve the 2026 Work Plan, highlighting significant progress in strengthening Liberia's electoral processes and institutions.

The meeting, held at the National Elections Commission of Liberia (NEC-Liberia), showcased major accomplishments in civic engagement initiatives, public communication, women's political participation, collaboration with the Legislature, and institutional capacity needs assessments conducted with the NEC.

Between 2025 and 2026, the LESP also supported nationwide consultations on electoral reform and boundary delimitation, enhanced inclusive participation in electoral processes, the rebranding of the NEC website, institutional capacity-building initiatives, the completion of the NEC Five-Year Strategic Plan, and the digitization of electoral documents, among other key interventions.

Opening the meeting, NEC Liberia Chairperson, Mr. Jonathan K. Weedor, acknowledged the invaluable support provided by development partners toward the successful implementation of project activities.

Mr. Weedor, however, identified ongoing electoral reform efforts and voter education as priority areas where the Commission continues to seek additional support.

Earlier, UNDP Liberia Resident Representative, Mr. Aliou Mamadou Dia, noted that the meeting was convened to approve the 2026 Work Plan and address potential delays in project implementation.

While commending the achievements recorded thus far, the UNDP Representative expressed appreciation to development partners, including the European Union in Liberia, Ireland, and Sweden, for their continued support to the LESP.

Also speaking at the meeting, the Head of the Delegation of the European Union to Liberia, Ms. Nona Deprez, expressed optimism about the approval of the 2026 Work Plan and the possibility of extending the current LESP programme.

The LESP Board Meeting was chaired by Deputy Minister for Economic Management at the Ministry of Finance and Development Planning (MFDP), Mr. Dehpue Y. Zuo.

TURNING OVER OF NEWLY RENOVATED NEC Liberia HEADQUARTERSㅡ CHAIRPERSON WEEDOR CALLS FOR PROPER MAINTENANCE

NEC Headquarters, Monrovia, Liberia | 26 June 2026ㅡFollowing several months of extensive renovation works at the headquarters of the National Elections Commission of Liberia (NEC-Liberia) on 9th Street, Sinkor, Monrovia, the contractor responsible for the project officially handed over the facility to the NEC Board of Commissioners (BoC) on Friday, 26 June 2026.

The handover ceremony was conducted by the PY Group of Companies through its Chief Executive Officer, Mr. Prince S. Yamzeh, who expressed gratitude to the NEC for the confidence reposed in the company to undertake a project of national significance valued at more than one million United States dollars.

Receiving the keys to the newly renovated headquarters, NEC Chairperson Jonathan K. Weedor, paid tribute to his predecessor, Madam Davidetta Browne Lansanah, and fellow Commissioners for their foresight and commitment in initiating the landmark renovation project.

According to Chairperson Weedor, the transformed facility now reflects the stature and image of Liberia's electoral management body.

He further assured staff and stakeholders that similar infrastructural improvements would be extended to NEC's 19 magisterial offices across the country.

The Chairperson also urged the Commission's Facility Management Section to ensure that the building remains clean, functional, and properly maintained at all times in order to preserve the investment made in the institution.

The renovation project included the asphalt paving of the NEC compound, installation of new floor tiles, replacement of ceilings and roofing, painting works, elevation of the perimeter fence, and several other structural improvements.

U.S. Embassy Delegation Engages NEC Liberia Chairperson on Electoral Institutional Priorities

NEC Headquarters, Monrovia, Liberia | 25 June 2026ㅡA two-member delegation from the Embassy of the United States of America in Monrovia has held discussions with the Chairperson of the National Elections Commission of Liberia (NEC-Liberia), Mr. Jonathan K. Weedor, focusing on his vision and strategic priorities for the Commission.

The delegation comprised Ms. Tiffany Miller, Senior Political Officer, and Mr. Thomas Quaye, Political/Human Rights Assistant.

The U.S. Embassy officials visited the Commission on Thursday, 25 June 2026, to gain firsthand insight into NEC's key plans, programs, and activities aimed at strengthening Liberia's electoral processes and laying the foundation for future elections.

During the meeting, Chairperson Weedor highlighted several priority areas for the Commission, including the proposed electoral reform law, staff capacity development, digitization of electoral processes, voter education, and enhanced public communication, among other initiatives.

He reaffirmed the Commission's unwavering commitment to conducting elections that are free, credible, transparent, and in full accordance with the laws of Liberia.

Following the discussions, Chairperson Weedor joined the visiting delegation for a group photograph alongside his Special Assistant, Mr. Joe Yarsiah.

FOR IMMEDIATE RELEASE – NEC Liberia HEADQUARTERS | MONROVIA, LIBERIAㅡ25 JUNE 2026 | NEC-LIBERIA REJECTS CLAIMS OF INTERNAL DIVISION; DEFENDS ADMINISTRATIVE REASSIGNMENTS AS LAWFUL AND NECESSARY

The National Elections Commission of Liberia (NEC-Liberia) clearly states that its latest personnel actions are administrative reassignments intended to strengthen institutional efficiency, improve operational effectiveness, and align with staff capacities with the Commission's Strategic Plan (2026 – 2030).

Contrary to claims published by FrontPage Africa and Women Voices Newspapers, the Commission is not targeting employees associated with any former leadership.

The administrative reassignments were made with the consent and support of majority members of the Board of Commissioners (BoC) in line with Chapter 2, Section 2.4 of the New Elections Law of Liberia, which calls for decisions to be made by the Commissioners constituting a quorum of 5 members including the Chairperson.

The NEC emphasizes that such assertions are false, misleading, and unsupported by credible evidence.

The Commission further notes that the publications rely largely on anonymous sources, speculation, and unverified allegations, while failing to present any evidence that the personnel actions undertaken violate the New Elections Law of Liberia or the NEC Human Resource Manual.

Reassignments within public institutions are a normal management practice designed to enhance organizational effectiveness and should not be construed as disciplinary action or demotion.

The NEC therefore remains fully committed to ensuring that all personnel decisions are made in accordance with applicable laws, regulations, and established administrative procedures.

The Commission further remains dedicated to fostering professionalism, accountability, and institutional integrity in the discharge of its constitutional mandate.

Meanwhile, the NEC reassures the Liberian people, political stakeholders and development partners, that it remains united, functional, and steadfast in its commitment to conducting free, credible, and transparent elections.
