On Wednesday, 1 July 2026, the Asian Development Bank (ADB), the Ministry of Mines and Energy (MME), the Ministry of Economy and Finance (MEF), and the SME Bank of Cambodia jointly held the official launch event for the Energy Efficiency Revolving Fund (EERF) at the Hyatt Regency Hotel in Phnom Penh. The event brought together approximately 80 participants from private sector associations, participating financial institutions (PFIs), government agencies, international development partners, and the media to introduce a new financing facility designed to help small and medium-sized enterprises (SMEs) invest in energy-efficient technologies and equipment upgrades.
The EERF has an initial capitalization of $20 million, including $12 million financed under the United Kingdom Window of the ASEAN Catalytic Green Finance Facility (ACGF), plus an additional $2.5 million to backstop a credit guarantee mechanism provided by the Credit Guarantee Corporation of Cambodia (CGCC). The fund is implemented through a multi-tiered on-lending structure involving the MEF, the SME Bank of Cambodia, and participating commercial banks. CIMB PLC Bank and the Foreign Trade Bank of Cambodia (FTB) are the first two PFIs. Loans of up to $1 million are available at a maximum interest rate of 5.5% per annum for terms of up to 10 years, with at least 30% of financing earmarked for SMEs that are women-owned or women-led.
The launch forms part of ADB's broader Energy Transition Sector Development Program (ETSDP) — Cambodia's first policy-based loan in the energy sector, approved in 2022 — and directly supports the Royal Government's National Energy Efficiency Policy 2022–2030, which targets a 19% reduction in national energy consumption relative to a business-as-usual (BAU) scenario by 2030, within a wider national goal of reaching 70% renewable energy generation capacity by the same year.
This report documents the background and rationale for the EERF, its financial structure and eligibility criteria as presented at the event, and the proceedings of the launch, including the opening remarks, technical presentations, panel perspectives from PFIs and industry representatives, and the closing session.

ISO 9001:2026 — A Tool for Business Growth, Not Just a Certificate
Green Move Consulting was honored to connect with top management and members of the Young Entrepreneurs Association of Cambodia (YEAC) to present an executive briefing based on my presentation, ISO 9001:2026 A Tool for Business Growth — Not Just a Certificate". The session focused on shifting from a mere "compliance mindset" to using a Quality Management System (QMS) as a strategic tool for business growth, helping Cambodian companies access regional markets and scale without chaos. We explored how the upcoming ISO 9001:2026 edition is an evolution rather than a revolution, maintaining the core 10-clause structure while introducing targeted refinements such as integrated climate change considerations, stronger policy-to-strategy alignments, and an emphasis on leadership driving an ethical quality culture. Ultimately, I encouraged our local SMEs not to wait for the final publication timeline, as building on the foundational elements of the standard today will carry directly into the 2026 edition, helping us build built-in excellence across Cambodia's next generation of businesses.

Green Move Consulting, alongside UNIDO and CGTI, recently conducted a high-level guidance session under the PAGE initiative to transition Cambodia’s Garment, Footwear, and Travel Goods (GFT) sector toward a sustainable circular economy. Technical diagnostics across 10 major garment factories revealed a landscape of fragmented strengths and systemic gaps. While some facilities showcase strong foundational initiatives—such as using solar PV arrays to meet up to 36.7% of their power needs or harvesting rainwater to cover over 70% of water demand—the sector lacks systematic circular economy roadmaps and digitized waste tracking. Furthermore, production floors face significant inefficiencies, including compressed air leakages averaging up to 64% and a heavy reliance on high-GWP refrigerants, while structural barriers and a lack of standardized sorting severely limit high-value recycling for the country's 206,000 tonnes of annual post-industrial textile waste.
As global markets shift from price-driven procurement to sustainable manufacturing, upcoming international regulations like the EU’s Digital Product Passport (DPP) and eco-modulated Extended Producer Responsibility (EPR) fees in the US and UK make digital traceability and material purity essential for market access. Cambodian factories can gain a competitive edge and secure long-term buyer loyalty by adopting technologies such as mono-material designs, heat-dissolvable threads, and low-carbon packaging like 100% PCR polybags. To achieve this, a phased roadmap is recommended, starting with months 0–6 "quick wins" focused on low-cost operational fixes like sealing air leaks and installing water flow restrictors. This is followed by months 6–18 infrastructure upgrades, such as installing Variable Speed Drive compressors and R32 inverter air conditioners, leading into long-term strategic investments beyond 18 months, including solar-plus-battery systems, effluent treatment plant recycling loops, and ISO 50001 frameworks.
The ultimate takeaway from these assessments is that transitioning to a circular economy requires a continuous cycle of corporate improvement rather than a one-time audit. While technical diagnostics successfully identify operational gaps, true impact relies on dedicated management reviews, on-the-floor ownership, and top management commitment. Without dedicated budgets and accountability shared across engineering, procurement, and warehouse teams, strategic sustainability recommendations will remain unimplemented on paper. Ultimately, by successfully leveraging the financial savings generated from immediate, low-cost "quick wins," factories can build the internal confidence and necessary capital required to fund larger strategic investments, permanently embedding sustainability into their daily operations.

Transforming Business from "People-Dependent" to "System-Dependent" – My Session with KhmerSME Match

I was honored to recently join KhmerSME Match to share insights on a topic that is often misunderstood by many small and medium enterprises in Cambodia: ISO 9001:2015 Quality Management Systems (QMS).

Many SMEs view ISO 9001 as just "paperwork" or a "badge on the wall" for large corporations. However, my message to the participants was clear: A QMS is not a separate set of documents; it is the very way you do business to ensure consistency and growth.

During the session, we dove deep into the practical challenges Cambodian SMEs face, including:
1. The "Boss" Dependency: Moving away from centralized decision-making where everything stops when the owner is away.
2. Tribal Knowledge: Shifting expertise from "in the head" to "in the documents" (SOPs) to protect the business from high staff turnover.
3. Firefighting vs. Prevention: Moving from a "fix it when it breaks" mindset to a proactive system that identifies root causes to prevent recurring losses.
4. For SMEs in Cambodia, ISO 9001 is a "passport" to new markets. Whether you are in construction looking to win major bids, or in manufacturing aiming to join international supply chains like Toyota or Ford, a robust QMS is your foundation for trust and excellence.

My key takeaway for the attendees: "Don’t build a business that is people-dependent; build a business that is system-dependent." If you do the work to improve your quality and consistency today, the certification will eventually find you.
