Clarification from the Secretary, JKFA Revival Body
We welcome the constructive discussions among football stakeholders in the South Zone. However, it is important to give all players, members and stakeholders of J&K a clear picture of the present position.
The JKFA election process is required to be completed in accordance with the directions of the AIFF. Before elections, the JKFA Constitution has to be aligned with the revised AIFF Constitution, the National Sports Governance Act, 2025, the National Sports Code and applicable Supreme Court judgments, including Rahul Mehra v. AIFF.
The litigations pending in Srinagar and Jammu are presently creating obstacles. We respectfully appeal to all concerned to resolve/withdraw these cases and pave the way for the democratic revival and election of the JKFA. This is the prime objective of the Revival Body.
It is equally important that football administration and football activities at the District and Sub-District level are conducted through duly elected DFA and SDFA bodies. Institutional interference by the Sports Council in the functioning of elected football bodies should cease, and the elected DFAs/SDFA should be allowed to conduct and develop football activities in their respective jurisdictions, in accordance with the applicable rules and regulations.
For clarity, the existing principle of “one club, one vote” will continue to apply to DFA elections, subject to the applicable constitutional framework. At the JKFA level, the restructured General Council/electoral body will comprise eligible representatives and stakeholders as provided under the aligned Constitution and applicable law, including eligible DFA/SDFA representatives, national/international players, referees, coaches, I-League clubs and other eligible members.
We therefore request all stakeholders to avoid parallel approaches or any misunderstanding among players, clubs and members. Everyone should work in one direction towards a single objective: a properly aligned, democratic, transparent and autonomous JKFA, with elected DFAs and SDFA functioning at the grassroots level.
Our appeal is not against any individual or institution. It is for institutional clarity, democratic representation and the restoration of football administration to duly elected football bodies. Working jointly at this crucial stage will be our collective contribution to the revival and development of football in Jammu & Kashmir.

Condolence Message
It is with profound grief and sadness that we mourn the untimely demise of the young daughter of Mr. Mukhtar Ahmad Dar, President, KFC and Senior Executive Member of the J&K Football Association (DFA Baramulla).
At this extremely difficult and heartbreaking moment, Mr. Iftikhar Ahmad Lone, Chairman, J&K Football Association Revival Body, along with all the DFAs and ZFAs of J&K, stands in complete solidarity with Mr. Mukhtar Ahmad Dar and his bereaved family.
We extend our deepest condolences and heartfelt sympathies to the family. May Almighty Allah grant the departed soul Jannat-ul-Firdous and give the bereaved family the strength and courage to bear this irreparable loss.

REBUTTAL BY THE DISTRICT & SUB-DISTRICT FOOTBALL ASSOCIATIONS OF JAMMU & KASHMIR
The elected office-bearers and representatives of the District Football Associations (DFAs) and Sub-District Football Associations (SDFAs) of Jammu & Kashmir have taken note of the recent press note issued following a meeting of certain individuals describing themselves as stakeholders/Associate Members from Jammu and Srinagar.
While respecting everyone’s right to express an opinion, we wish to clarify that a meeting of a limited number of individuals cannot be portrayed as representing the collective voice of the entire football fraternity of Jammu & Kashmir.
The functioning of the JKFA Main Body has remained affected since 2022, while DFA Jammu has also faced prolonged disruption since 2018 due to disputes and court proceedings. These circumstances have delayed the democratic election process and adversely affected football in the UT.
In these circumstances, the JKFA Revival Body was constituted on 21 July 2026 with the stated objective of facilitating the revival of JKFA, bringing together legitimate stakeholders, restoring constitutional functioning and creating conditions for early, free and fair elections.
All legitimate stakeholders, including DFAs, SDFAs, clubs, players, coaches, referees and other eligible stakeholders, were given an opportunity to participate in the said meeting. Jammu stakeholders were also invited to attend; however, they did not participate in the meeting. Representatives of other DFAs from Jammu Province participated physically, while representatives of some DFAs participated virtually.
It is pertinent to clarify that DFA Jammu subsequently requested the Chairman, through personal communication and WhatsApp messages, to convene a similar meeting in Jammu as part of the revival process.
We therefore see no justification for condemning or undermining the JKFA Revival Body, whose stated objective is to facilitate an inclusive, transparent and democratic revival of the Association.
The future of JKFA must be determined through a transparent, inclusive and constitutionally sound process, in conformity with the applicable AIFF Constitution, sports-governance framework and relevant judicial directions.
We appeal to all stakeholders to avoid personal allegations, regional divisions and unnecessary confrontation. Football in Jammu & Kashmir has suffered enough due to prolonged disputes and litigation. Our collective priority must be the interests of players, clubs and the development of football.
The DFAs and SDFAs reaffirm their commitment to work with all genuine stakeholders for a united, democratic, transparent and constitutionally compliant JKFA, and for the restoration of regular football activities throughout Jammu & Kashmir.

CIRCULAR
The Chairman of the JKFA Revival Body held a meeting with Mr. Fahad Khan, former Spokesperson of the District Football Association Srinagar and a well-known football administrator and sports enthusiast, at the Lonestar Office on 31 July 2026.
During the meeting, detailed deliberations were held on the revival of the Jammu & Kashmir Football Association JKFA, which has remained defunct since the completion of the tenure of its outgoing Executive Committee in 2021. The discussion focused on the urgent need to restore the democratic functioning of the Association, ensure unity among all stakeholders, and facilitate the conduct of free and fair elections in accordance with the Constitution aligned with the AIFF Constitution and the applicable sports governance framework.
Recognizing Mr. Fahad Khan's experience and contribution to football administration, the Chairman offered him to become a part of the JKFA Revival Body.
The proposal was subsequently placed before the Decision-Making Committee of the
JKFA Revival Body. After due deliberation, the Committee unanimously approved his inclusion and welcomed Mx. Fahad Khan as a member of the JKFA Revival Body, expressing confidence that his experience and commitment will strengthen the ongoing efforts to revive football administration in Jammu & Kashmir

J&K Football Association Revival Body Congratulates FC One on Historic Durand Cup Victory
Mr. Iftikhar Ahmad Lone, Chairman of the J&K Football Association Revival Body, along with all the elected representatives of the District Football Associations (DFAs) and Zonal Football Associations (ZFAs), extends heartfelt congratulations to FC One, its players, coaching staff, management, and owner Mr. Shameem Mehraj on securing the club’s historic first-ever victory in the Durand Cup.
This remarkable triumph, achieved in the club’s debut appearance in India’s oldest and one of its most prestigious football tournaments, is a proud moment for the entire football fraternity of Jammu & Kashmir.
What made this victory even more memorable was FC One’s extraordinary determination and resilience. Despite playing with only ten men for nearly forty minutes, the team displayed exceptional courage, discipline, and fighting spirit to register a well-deserved 2–1 victory. Such performances are a true reflection of character, unity, and belief.
The Association also places on record its appreciation for Mr. Shameem Mehraj, whose unwavering commitment to the development of football in Jammu & Kashmir has been exemplary. Over the years, he has consistently worked for the welfare and growth of local footballers, and this historic achievement is yet another testament to his vision and dedication.
Mr. Shameem played a significant role in the growth of professional football in the Union Territory and was instrumental in providing opportunities to local talent during the formative years of Real Kashmir FC, particularly after the success of Lone Star FC in the I-League 2nd Division. He has also been instrumental in exposing talented footballers from Downtown Srinagar and other parts of Jammu & Kashmir to international football by facilitating their participation in European football programs, thereby giving many local players valuable global exposure.
The J&K Football Association Revival Body wishes FC One continued success in the remainder of the Durand Cup and hopes this historic victory marks the beginning of many more milestones for the club and for football in Jammu & Kashmir.
