The conversation around corruption in our disciplined services always ends in the same three places.
Discipline. Consequences. Integrity training.
And yet the numbers don't change.
Nobody is asking the question that actually predicts the behavior before it happens.

We have ran diagnostic sessions across Guyana's disciplined services, across ranks, across institutions, the answer is overwhelmingly no. Every single time.
