A team from the Nuclear Regulatory Authority, Ghana (NRA), led by Prof. Francis Kwame Otoo (Director-General), held a successful bilateral engagement with the U.S. Nuclear Regulatory Commission - NRC led by Commissioner David A.Wright on the sidelines of the ongoing US - Africa Nuclear Energy Summit at the Labadi Beach Hotel in Accra, Ghana.

The engagement provided an opportunity for both sides to discuss areas of technical support, regulatory assistance, knowledge exchange and mutually beneficial cooperation, as we continue to strengthen our shared commitment to the safe, secure and peaceful use of nuclear technology.

The NRA values its longstanding cooperation with the USNRC and looks forward to deepening this partnership in support of Ghana’s nuclear regulatory development and broader national interests.

Today, the Nuclear Regulatory Authority, Ghana had the pleasure of welcoming Ghana's Ambassador to Austria, H.E. Matilda Aku Alomatu Osei-Agyeman, to the Authority!

The Ambassador got an up-close look at how we operate; from key equipment to a tour of our Radiological and Nuclear Emergency Mobile Laboratory Van. Our Nuclear Installations Directorate and Radiological and Non-Ionising Applications Directorate also shared insights into their work through engaging presentations.

It was a wonderful exchange, and a great reminder of how much our diplomatic missions and national institutions can achieve together; especially in safeguarding Ghana's nuclear and radiation safety and security.

The Nuclear Regulatory Authority, Ghana (NRA is proud to have co-hosted the Sub-Saharan Africa 2026 Regional Transportation Security Symposium, held in Accra from 25 - 28 May 2026.

Organised in partnership with the United States Department of Energy's National Nuclear Security Administration (USDOE/NNSA), the four-day symposium brought together regulatory authorities and transport operators from 12 Sub-Saharan African countries; including Ghana, Nigeria, South Africa, Kenya, Tanzania, DRC, Ethiopia, Zimbabwe, Cameroon, Burkina Faso, Madagascar, and Uganda.

The event focused on strengthening the safe and secure transport of radioactive materials; including Cs-137, Co-60, Ir-192, and Am-241, used widely in medical, industrial, and research applications across the region.

Opening the symposium, the Director-General of the NRA, Prof. Francis Kwame Otoo underscored that as the use and movement of radioactive sources continue to grow across the region, strong transport security measures, effective coordination, and regional cooperation are essential to preventing unauthorised acts and maintaining public safety. He described the symposium as an important platform for regulators and operators to exchange experiences, discuss challenges, and share best practices.

Mr. Anthony Walker of the NNSA Office of Radiological Security reinforced this call to action in his command brief, setting the tone for four days of focused technical engagement. Dr. Ihab Samir Abd El Fattah of Egypt's Nuclear and Radiological Regulatory Authority (ENRRA) also provided an overview of the Forum of Nuclear Regulatory Bodies in Africa (FNRBA), highlighting the broader continental governance structures within which this regional cooperation sits.

Key highlights included:

● Technical presentations and national reports from all 12 participating countries

● Group sessions on threat identification, transport communications, and cross-border coordination

● Practical working group exercises on vehicle inspection, transportation security planning, and route management

● A presentation on Nigeria's deployment of T-STAR, offering a valuable regional precedent

A proud Ghanaian moment was when two licensed Ghanaian transport operators; BAJ Freight and Logistics Ltd and Consolidated Shipping Agencies Ltd, participated alongside regulatory bodies, reinforcing the critical regulator-operator partnership at the heart of Ghana's national transport security regime.

The most significant outcome of the symposium is the establishment of the African Regional Nuclear Transport Security Network; a permanent, country-owned platform to sustain regional cooperation, information-sharing, and coordination on cross-border transport security. Ghana is spearheading this initiative, building on its growing leadership in nuclear security across Sub-Saharan Africa.

Following the successful four-day International Physical Protection Advisory Service (IPPAS) Workshop, the Nuclear Regulatory Authority, Ghana convened a high-level preparatory meeting with experts from the International Atomic Energy Agency (IAEA) and senior representatives of key national institutions on 15 May 2026.

The meeting focused on the operational planning and coordination required to ensure a well-organized and successful IPPAS Mission scheduled for April 2027.

Discussions covered key preparatory areas including:

▪️ Scope and modular coverage
▪️ Participating competent authorities and facilities
▪️ IPPAS team composition
▪️ Logistical and administrative arrangements
▪️ Documentation requirements and submission timelines
▪️ Confidentiality considerations
▪️ Financial matters and mission scheduling

Opening the meeting, the Director-General of the NRA, Prof. Francis Kwame Otoo reaffirmed Ghana’s preparedness and commitment toward strengthening its national nuclear security regime in line with international legal instruments, IAEA Nuclear Security Series guidance, and global best practices.

Prof. Otoo further emphasized that the IPPAS Mission represents a significant opportunity for peer review, international cooperation, institutional learning, and the continuous enhancement of Ghana’s nuclear security framework.

The NRA appreciates the continued guidance and technical support of the IAEA Mission team as Ghana advances preparations toward its second IPPAS Mission, and remains committed to ensuring the safe, secure, and peaceful use of nuclear and radioactive materials in Ghana.

The Government of Ghana, through the Nuclear Regulatory Authority, Ghana, in collaboration with the International Atomic Energy Agency (IAEA) Division of Nuclear Security, successfully hosted the National Workshop on the International Physical Protection Advisory Service (IPPAS) from 11 - 14 May 2026 in Accra, Ghana.

The workshop which forms part of Ghana’s preparations toward its second IPPAS Mission scheduled for April 2027, brought together senior officials, regulatory institutions, security and intelligence agencies, technical experts, and international partners to strengthen national preparedness and inter-agency coordination within Ghana’s nuclear security framework.

The engagement ensured that participants received comprehensive instruction focused on deepening understanding of the IPPAS methodology, including national self-assessment processes, physical protection systems, transport security, radioactive material security, information and computer security, as well as preparations for the development of the Advance Information Package ahead of the mission.

Opening remarks were delivered by Prof. Augustine Faanu, Deputy Director-General, NRA, Prof. Samuel Boakye Dampare, Director-General, Ghana Atomic Energy Commission (GAEC), COP Abdul-Osman Razak, National Security Coordinator, represented by Mr. Roger Apio, Head of the Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) Unit

Speaking during the workshop, the Head of Nuclear Security at the NRA, Dr Michael Annor-nyarko, emphasized that Ghana’s preparations reflect the country’s commitment to maintaining a credible, resilient, and internationally aligned nuclear security regime. He noted that effective physical protection requires sustained collaboration, institutional readiness, and continuous capacity building among all stakeholders.

The workshop brought together a broad and representative cross-section of Ghana's nulcear security stakeholder community, reflecting the multi-institutional nature of effective physical protection governance. It further reaffirmed Ghana’s commitment to strengthening its national nuclear security infrastructure in line with the IAEA Nuclear Security Series guidance and international best practices.

The NRA and the Government of Ghana extend sincere appreciation to the IAEA officials and international experts, Mr.Tapani Hack, Mr. Nafaa Reguigui, Prof. Arame Boye, and Dr. Katona Tunde. Their facilitation ensured the highest standards of technical engagement throughout the engagement
