埃及政府繼續對紅海所有出海船隻包括潛水船實施安全措施，因應天氣繼續收緊船隻出海標準. 現階段所有包括潛水船出海船隻的船長和持牌船主都需要在出海當天海軍發出批文前簽署聲明，表示同意在超過18節風力的天氣船長自行決定及承擔所有風險下船隻只靠岸繼續行程或停在有庇護的位置。如風力達到25節或以上則完全不能啟航。如有違規，船隻牌照將會吊銷，船長會受到法律制裁包括入獄.

以下節錄今天13/6/2026出海前船長需要簽署的文件:

In the event that one of the marine units (outing / riding in pay) requests to leave at a wind speed higher than 18 knots, the safe speed for sailing, which is 25 knots based on the sailing controls approved by His Excellency Lieutenant General Engineer / Kamel, Minister of Transport, Minister, at the request of the Ministry of Tourism in this regard and after reviewing it to be as follows:

1_ The owner / commander of the unit shall sign the approval of sailing on his personal responsibility, with the owner of the unit and the leader of the unit bearing the legal responsibility for sailing at a wind speed higher than 18 knots and up to 25 knots, without prejudice to any penalty stipulated in the same regard, with the delivery of a copy of this declaration to the director of the port / Marina or Scaffolding / Tourism Chamber / Maritime Safety Office / the competent governorate and the rest of the concerned authorities.....

With the obligation and taking into account that any of the aforementioned marine units are not allowed to sail at a wind speed higher than 25 knots, taking into account the completion rates of safety equipment and communication devices in accordance with the laws and decisions governing this .......

Sent to confirm that any approved activities may not be carried out under the conditions of bad weather conditions, and it may not be allowed to leave the yachts from the marina until after the release of an acknowledgment to move on the responsibility of the owner of the yacht or his agent.

Declaration

I, the undersigned / (…………………………………………….), holder of National ID No. (…………………………………………….), as the captain of the vessel named (…………………………………………….), hereby declare that I am fully aware of the issued instructions regarding navigation during unstable weather conditions. I commit to preserving the safety of passengers and crew members and undertake not to sail if wind speeds range between 18 and 25 knots, except within the permitted limits in areas or islands protected from winds and waves.

These areas include locations near the coast which, by their natural geographical barriers, reduce the impact of weather fluctuations and provide a high degree of navigational safety. I also undertake not to exceed or leave these areas for any reason unless weather conditions have officially and formally improved, in accordance with the instructions of the Maritime Safety Authority.

Furthermore, I commit not to sail when wind speeds exceed 25 knots, and I confirm my full compliance with safety and professional protection standards. In the event of violating these instructions, I shall bear full legal responsibility and be subject to the competent authorities.
