My dad is 73. In 18 months he went from no glute awareness to being top 40% for his age without doing any structured training or gym work.
Eighteen months ago he couldn't feel his glutes at all. I asked him to squat and tell me what he felt in his backside. Nothing.
He'd come to me about his walking, as it didn't feel right on his hikes.
So we spent two weeks on two things. How to switch the glute on. And how to drive through it when he takes a step.
In just two weeks, the change in how he walked is clear. And after that I did nothing. He just kept hiking and cycling, except now he was actually using the muscle, so it grew.
Eighteen months of ordinary walking.
You can't use what you're not aware of. That's the whole thing.
So before you ask how to strengthen a muscle, ask whether you know how to use it. Because once you do, every walk and every hike becomes practice.
Movement is a skill. It can be taught.
