Hedayah is supporting Tunisia's national prevention efforts through its Skills4Resilience program by bringing together young people from across the country to design practical, innovative, and technology-driven solutions to prevent and counter extremism online.
Implemented in partnership with Tunisia’s National Counter Terrorism Commission (اللجنة الوطنية لمكافحة الإرهاب) and supported by the United Kingdom, the program combines digital resilience, media literacy, and innovation to equip young people with the knowledge and skills to move from awareness to action.
At the Innovation Camp, a diverse cohort of young participants explored responsible AI, critical thinking, and storytelling, transforming ideas into real-world solutions. Five initiatives were developed, with ongoing mentorship to support their continued development beyond the camp.
Results reflect more than participation; they demonstrate the knowledge, confidence, and skills needed to contribute to long-term prevention efforts:
• 94% improved knowledge of countering extremism
• 89% reported greater confidence in identifying harmful online content
• 85% improved their ability to present and develop solutions
One standout outcome, NET-SHARE-CO, reimagines prevention through play, using a game to spark dialogue and critical thinking around online polarization.
By connecting youth, institutions, and civil society, Skills4Resilience demonstrates that prevention is most effective when it is locally driven, collaborative, and responsive to the realities of today's digital environment.

As the Fourth United Nations Counter-Terrorism Week draws to a close, H.E. Maqsoud Kruse, Chairman of Hedayah's International Steering Board and the United Arab Emirates’ Envoy of the Minister of Foreign Affairs for Countering Extremism and Terrorism, commended the Hedayah team for another week of meaningful engagement, international partnership, and thought leadership:

As the Fourth United Nations Counter-Terrorism Week concludes, Executive Director, H.E. Ahmed Al Qasimi, and Deputy Executive Director, Ivo Veenkamp, represented Hedayah in New York through a series of high-level engagements, bilateral meetings, and strategic partnerships, contributing to global dialogue and international cooperation on preventing and countering terrorism and violent extremism.
Hedayah also welcomed the support of the Chairman of its International Steering Board, H.E. Maqsoud Kruse, who participated in the week's engagements in his capacity as the United Arab Emirates' Envoy of the Minister of Foreign Affairs for Countering Extremism and Terrorism.
A key highlight was Hedayah's participation in three official Counter-Terrorism Week side events:
At Beyond Narratives: Terrorism Radicalisation Pathways and the Road to Resilience, hosted by the Permanent Missions of the Kingdom of the Netherlands and Türkiye with UNOCT, Hedayah joined international experts to examine evolving pathways to radicalization and the importance of evidence-based, multi-stakeholder approaches to strengthening resilience.
Hedayah participated as a speaker at the Central Asian Experiences on the Prosecution, Rehabilitation and Reintegration of Returnees from Conflict Zones event, alongside the Permanent Missions of Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, UNOCT, UNRCCA, and the AQNIET Foundation. The discussion highlighted lessons from Central Asia's leadership in repatriation and reintegration, emphasizing coordinated whole-of-government and whole-of-society approaches, regional cooperation, and the importance of sustained support for rehabilitation and reintegration efforts.
Hedayah was also pleased to contribute to Session 4 "Strategic Capacity Building Responses: Countering Misuse of AI, New and Emerging Technologies," of the UN High-Level Conference on Counter-Terrorism”, with remarks by H.E. Ahmed Al Qasimi, Executive Director, reiterating Hedayah’s commitment to supporting international efforts to address the opportunities and risks associated with emerging technologies, including artificial intelligence, through research, policy dialogue, and technical assistance.
Hedayah further strengthened its partnerships through the signing of a Memorandum of Understanding with the Institute for Strategic and Regional Studies under the President of the Republic of Uzbekistan, reinforcing a long-standing collaboration to advance regional P/CEVE efforts.

Hedayah was proud to expand its partnership with Uzbekistan through the signing of a Memorandum of Understanding (MoU) with the Institute for Strategic and Regional Studies (ISRS) under the President of the Republic of Uzbekistan.
This marks an important milestone in Hedayah's long standing engagement in the region and reflects our shared commitment to advancing sustainable, locally led approaches to preventing and countering extremism and violent extremism.
As a key institutional partner supporting the implementation of the European Commission-funded Prosecution, Rehabilitation and Reintegration (PRR) of Returnees from Northeast Syria initiative in Uzbekistan, ISRS will play an important role in strengthening national capacities, enhancing interagency coordination, and advancing long-term rehabilitation and reintegration efforts. The program is jointly implemented by Hedayah, the Global Community Engagement and Resilience Fund, and the International Institute for Justice and the Rule of Law (IIJ).
Commenting on the signing, H.E. Ahmed Al Qasimi, Executive Director of Hedayah, stated:
"This MoU reflects the continued growth of Hedayah's partnership with Uzbekistan and our shared commitment to developing practical, locally grounded approaches to prevention and reintegration. Over several years of engagement, we have built strong relationships with national institutions and identified common priorities that now enable us to move from dialogue to sustained implementation and long-term impact."
This agreement builds on Hedayah's broader engagement in Uzbekistan, including support to national efforts on rehabilitation and reintegration, strategic communications, religious engagement, and strengthening resilience to extremist narratives through locally led approaches.
We look forward to continuing this partnership and supporting Uzbekistan in strengthening coordinated, sustainable, and nationally owned approaches to prevention and reintegration.
Artificial intelligence is reshaping the landscape of preventing and countering extremism and violent extremism (P/CEVE). While it enables harmful content, extremist narratives, and online radicalization to spread further, faster, and with increasing sophistication, it also presents new opportunities to strengthen prevention.
Drawing on Hedayah's latest research, H.E. Ahmed Al Qasimi, Executive Director, highlighted:
"While AI and gaming platforms bring new risks and amplify existing ones, many of the root causes of radicalization remain unchanged. This also reminds us of the important nexus between online and offline spaces, as online threats are not confined solely to the digital space. Every act of online radicalization could lead to an offline/real world consequence, and vice versa."
As part of the Fourth United Nations Counter-Terrorism Week, Hedayah contributed to the global discussion on Countering the Misuse of AI and New and Emerging Technologies, sharing insights from our latest research and technical assistance on the evolving relationship between artificial intelligence and extremism.
As H.E Ahmed Al Qasimi noted, while we must keep pace with technological developments, we do not always need to reinvent the wheel. Years of experience have demonstrated the value of partnerships, effective content moderation, digital literacy, and community-led responses, and these lessons remain highly relevant today.
Hedayah continues to work with governments, researchers, civil society, and technology companies to ensure AI is applied safely, ethically, and effectively. Through initiatives including Tech2Protect and Skills4Resilience, alongside international policy dialogues and research, we are helping strengthen digital resilience and develop practical responses to emerging online threats.

As the international community gathers for the Fourth United Nations Counter-Terrorism Week under the theme, "A Future Free from Terrorism: Consolidating the Global Commitment to Multi-Stakeholder Approaches to Counter Terrorism through Member States' Leadership and Action," Hedayah reflects on its growing global contribution to preventing and countering extremism and violent extremism (P/CEVE).
Between January 2025 and May 2026, Hedayah strengthened the capacities of more than 2,000 stakeholders, delivered 35 locally contextualized initiatives across 17 countries, convened over 1,500 practitioners and policymakers, developed seven new evidence-based resources, and supported locally led prevention efforts through more than US$1.3 million in grant funding.
Through technical assistance, research, strategic partnerships, and locally led programming, Hedayah continues to support Member States and communities in building resilience and advancing sustainable, whole-of-society approaches to prevention.
The impact of these efforts is reflected not only in the number of activities delivered, but in the knowledge, partnerships, and national prevention efforts they help strengthen. During the reporting period, 95% of stakeholders reported increased knowledge through Hedayah's interventions, reinforcing the value of investing in people, partnerships, and practical action to advance global prevention efforts.

Hedayah convened national stakeholders in Tunisia, including representatives from key ministries and institutions, to strengthen strategic communications capacities and support the development of effective national counter-narratives.
As part of the Strategic Communications and Counter-Narrative Campaigns in Tunisia program, implemented in partnership with Tunisia's National Counter Terrorism Commission (اللجنة الوطنية لمكافحة الإرهاب) and funded by Canada’s Foreign Policy—Global Affairs Canada, the workshop builds on earlier engagements this year aimed at strengthening national approaches to strategic communications, narrative development, and prevention efforts.
Later this month, Hedayah and CNLCT will bring together civil society organisations, youth representatives, media professionals, social media influencers, and private sector actors for a dedicated workshop focused on campaign planning and design, with additional activities continuing throughout July.
These efforts will contribute to the development of national counter-narrative campaigns designed and led by Tunisian stakeholders, helping to strengthen locally driven approaches to prevention, resilience, and positive community engagement.
Strengthening strategic communications requires sustained collaboration, shared learning, and investment in local expertise.
Hedayah is proud to continue supporting Tunisia's efforts in this area alongside its partners.
Hedayah brought together policymakers, practitioners, researchers, and representatives from leading global technology platforms, including TikTokk, Meta, Robloxox, the Global Internet Forum to Counter Terrorism, and the Pan Africa Gaming Group, to strengthen national capacities in understanding, identifying, and responding to harmful online content and emerging digital threats in Tunisia.
Delivered as part of Hedayah's Building Youth Resilience and Preventing Radicalization Online in Tunisia (Skills4Resilience) program, implemented in partnership with Tunisia's National Counter Terrorism Commission (CNLCT), the workshop forms part of a multi-year effort launched in 2024 with support from the United Kingdom and now continued through the support of the Swiss Confederation, building on the program's achievements, partnerships, and impact to date.
The national expert workshop provided a platform for knowledge exchange, practical learning, and multi-stakeholder collaboration. Over three days, participants explored the evolving online ecosystem, from social media and gaming environments to AI-driven risks, while examining practical approaches to content moderation, detection, prevention, and response.
Through expert-led sessions, research insights, and simulation exercises, participants strengthened both their understanding of online harms and their ability to develop coordinated and evidence-based responses to protect vulnerable audiences, particularly youth, from harmful online influences.
Reflecting on the experience, one participant, Hamza Saidi, Legal Researcher and Representative of Moughairoun, noted:
"Through their experience, they showed us how to handle digital content the right way, to be an essential element in building a peaceful society, and how to avoid extremism and violent extremism."
The workshop forms part of Skills4Resilience's broader efforts to strengthen digital resilience and media and information literacy, equipping stakeholders with the knowledge and tools needed to foster safer and more resilient online spaces. The continuation of this work reflects the value of sustained investment, strong partnerships, and locally driven approaches to strengthening resilience in Tunisia.
