Do you change flies or tippet size first if you are just getting refusals?

For me it depends on the situation. I know the fish will eat this fly and this tippet size so in this situation I did nothing and we got them later on in the hatch.

If I didn’t know the river I would prob change flies first, and then if it kept happening I would drop the tippet size.
