I don't know that free rides boost ridership as much as a nominal fee the revenue of which could be directed at targeting ridership.
Put some money to funding the Kingston Corridor Shuttle bus. At least as a trial program. Note that the library will move to Uptown
during renovation, a great opportunity. All sorts of uptown event, like the Saturday Farmers Market, could so nicely serve whole corridor.
