No one likes it when their taxes go up, but headlines thus far have made Brookhaven’s recent millage-rate increase seem worse than it is.
I’ve drilled down on it, both this increase – which you’ll see is not quite as momentous as headlines herald – and on how to stay involved and have an influence as things develop, rather than once they are done or close to it.
The millage rate is multiplied by your assessment rate (roughly 40% of home’s value), rather than market value. So, a homesteaded property with a fair market value of $800K will see an annual increase of ~$350.
Municipal taxes for Brookhaven make up only about 7% of a total property tax bill – so that millage rate increase is only on that 7% - with the rest of the property tax bill going to DeKalb County and the school district.
Brookhaven now has the second-lowest millage rate of any city in DeKalb, with only Dunwoody having a lower rate, a result of its having vast commercial developments of and around Perimeter Mall for revenue.
The millage rate had not been adjusted since 2015. A homestead exemption shortfall means a third of residential property value in Brookhaven is frozen and cannot be taxed; that’s an untaxed $1.2 billion. It is untaxed because Brookhaven has a freeze, instituted when the city was founded in 2012; two years ago voters could have repealed that, but the referendum failed.
The upside of that freeze is that Brookhaven has one of the highest bond ratings available, meaning one of the lowest rates for borrowing.
Brookhaven did cut its proposed budget to attenuate any millage rate increase, but did so in ways that prevented most service cuts, as Brookhaven residents have enjoyed and even demanded better, broader services. In fact, many residents wanted their neighborhoods to become part of Brookhaven exactly for and because of these better and increased services.
Failing to increase the millage rate could have, for instance, forced Brookhaven to eliminate some 60 staff positions, including police personnel.
A delicate point to make: Millage-rate discussions began as early as Oct. & Nov. 2025, so the best way to be part of the discussion and direction of our City is to stay current (okay, current-ish) on our city's biz.
Follow local media and drill down on any Brookhaven (and DeKalb) reporting. Attend, view or review official city meetings and agendas. Live streams and public comment opportunities abound. Be actively involved in your neighborhood association(s), which facilitate communication between neighborhoods and the city. Sign up for Brookhaven Alerts and subscribe to Brookhaven Communication updates (the weekly Brookhaven Blast, etc.).
Of course, stay in touch with your City Council representative (I believe all of them have quarterly, interactive meetings and are otherwise readily available) and other city representatives. Maybe volunteer for one of the appointed citizen roles or run for elected office. We’re a small city so you can literally email, call or make an appointment to go see a Brookhaven staffer. I actually enjoy doing that.

Nearly 40 years as a full-time, intown tells me that should focus on creating a clean, updated & cohesive look. On the flip, often struggle to visualize what a space could become, especially when they're touring multiple homes; the more neutral and move-in ready a home feels, the easier it is for them to imagine their future there.
