THE FORUM OF YIROL EAST COUNTY PAYAMS' CHAIRPERSONS

1. BACKGROUND

The Yirol East Football Association shortly after winning the Lakes State Peace Tournament making its inaugural champions, and subsequent lost to TWIC County in the Bahr El Ghazal County Peace Tournament final in 2025 has been at a chaotic movement of the association, both off and online.
The chaos starts following the sacking of the former Yirol East County head coach Mr. Mayen Amal.

This forum, after careful deliberations on the genesis of this matter at hand, has identified the followings which the forum believes to have contributed to the escalating tensions as hereunder;

1.1. The constitution not passed;
The forum believes that the constitution after being drafted was supposed to be passed into law and thereafter use by the electoral committee to elect new leadership and by the leadership thereof. However, we learned that the constitution was used immediately without being passed leaving FA in dilemma whether or not, to use or quote the said constitution.

1.2. Coach Sacked;
That the sacking of the former Yirol East Football Team head coach, Mr. Mayen Amal caused mixed reactions from the community members with others calling for reinstatement and others proposing continuation with current head coach, Mr. Ayuru Khamis.

1.3. Deputy chairman breakoff with some members of executive and some delegates and call for the relieve of the YEFA chairman, Secretary General and secretary for Finance;
This forum sees that the deputy chairman Mr. Justine Kot Mayor breakout with some members of executive committee and some delegates and alleged to have relieved the chairman, SG and treasurer. Their act causes mixed reactions and intensified the matter.

1.4. County Sports Coordinator resignation;
That the resignation of County Sports Coordinator is believe to be a contributing factor to the chaos because the resignation came at a time where sports county coordinator is needed the most. Not only, that but also, the resignation has been linked to the sacking of coach.

1.5. CYA reinstated head coach and dissolved the YEFA online.
Ciec Youth Association (CYA) reinstatement of head coach and subsequent dissolution of Yirol East FA has fuelled up the matter. The Forum believes Ciec Youth Association [CYA] has no jurisdiction of reinstating a sacked head coach and dissolving Yirol East FA--a separate entity distinct from CYA. This Forum urges CYA to act as a mediator in resolving matters related to youth within the community and not to take decision outside its capacity in order to avoid interference.

2. JURISDICTION
The forum derives its powers from article (10.1) as the member of YELFA defined by the constitution of YELFA, with primary task of delegating three (3) delegates, (each Payam Football Association) that constitute the Yirol East Football Association headed by chairman Bol Muorwel Mayom according to article 21.1.1 of the Yirol East FA constitution and with a right to exercise all other rights arising from the Statutes and regulations of YELFA according to article 12.1.6 of Yirol East FA constitution

3. RESOLUTIONS AND RECOMMENDATION
The forum of Payams’ chairpersons, after careful deliberations from 12th - 14th June 2026, has resolved the followings to be implemented in a duration of 7 days as hereunder;

1. that the resignation of the Yirol East County sports coordinator, Mr. Mabor Dhuor Machar is rejected and denounce;

2. that Yirol East county commissioner to call emergency meeting or refer the dialogue to state coordination office in juba. The meeting should comprise of; YEFA 2 factions, former and current coaches’ group, 7 Payams chairpersons, Yirol East County Sports Coordinator, Ciec Youth Association (CYA), Commissioner representative and other stakeholders within the community;

3. that the faction headed by deputy chairperson Justine Kot Mayor, and former coaching staff headed by Mayen Amal should be reinstated in their respective positions and local executive committee headed by chairman Bol Muorwel Mayom to arrange for immediate passing of the draft constitution of Yirol East football association into law to determine the fate of Yirol East FA;

4. that if no consensus is reached on time, then the Yirol East football team participation in lakes state peace tournament and Bahr el Ghazal counties peace tournament is put on hold in order to avoid further tarnishing of Yirol East county image in the field because Ciec is bigger than all of us;

5. That if the tension escalates and become uncontrollable, the Payams’ chairpersons in consultation with commissioner, state ministry of youth, culture and sports, and state coordination office shall call back all their (21) delegates, delegate new members (different from previous delegates) and constitute new Yirol East FA with immediate effect;

While the result did not go in our favor and we fell short in the final against Malek Payam Football Team, your conduct throughout the match and after the final whistle reflected the true spirit, unity, and maturity of the people of Pagarau. Your support inspired us, and your discipline made us proud to represent our great Payam.

We also take this opportunity to congratulate Malek Payam Football Team on their well-deserved victory and for emerging champions of the 2nd Edition of the Ciec Peace Tournament. We commend their players, technical staff, administration, supporters, and the entire people of Malek Payam for a successful campaign. May this victory strengthen the bonds of friendship, peace, and unity among our communities.

To our beloved supporters, football is a journey filled with both triumphs and disappointments. Today's result is not the end of our story. We shall reflect on our shortcomings, regroup, rebuild, and return stronger. The lessons learned from this tournament will guide us as we prepare for future competitions.
We promise that we will continue working hard and remain committed to making you proud. With your continued support, prayers, and encouragement, we believe that our day of glory will come.
