South Sudan Prepares for Historic First General Election Amid Political Uncertainty.

South Sudan is preparing for a historic milestone after the National Elections Commission (NEC) confirmed that the country's first general election since independence will be held on 22 December 2026. The vote, if successfully conducted, will mark the first time South Sudanese elect their national leaders through the ballot box since the country gained independence in 2011.

The announcement follows the decision by the Revitalized Transitional Government of National Unity (R-TGoNU) to extend the transitional period by two years, postponing elections from December 2024 to December 2026. t is the fourth postponement of South Sudan's elections since independence, highlighting the challenges of implementing the 2018 Revitalized Peace Agreement.

Speaking at the NEC headquarters in Juba, NEC Chairperson Prof. Abednego Akok Kacuol said the commission was acting in accordance with the country's electoral laws and the peace agreement.
"The election will be conducted on December 22, 2026," Kacuolannounced, adding that the declaration fulfils the legal requirement for the commission to announce the election date at least six months before polling day.

Despite confirming the date, Kacuol acknowledged that significant obstacles remain. Delays in passing key electoral legislation, limited funding, and logistical challenges continue to slow preparations for voter registration, civic education and election administration.

The announcement comes at a time of heightened political tensions. President Salva Kiir Mayardit has in recent years undertaken a series of high-level government reshuffles, including changes to the vice-presidential lineup and the dismissal of senior officials. The moves have fuelled debate over political stability and the implementation of the peace agreement ahead of the elections.

The elections have attracted growing attention from regional and international partners, who view the polls as critical to consolidating peace in the world's youngest nation.

The African Union High Representative for the Horn of Africa and the Red Sea, former Tanzanian President Jakaya Kikwete, urged South Sudanese leaders to remain committed to the peace process.

"I'm hopeful and I encourage the people of South Sudan to be hopeful, to remain united and make sure that there are successful elections," Kikwete said after meeting President Kiir in Juba. "There is a structured implementation of the R-ARCSS—that's the basic guide you have for the moment."

Kenyan President William Ruto has similarly called for an inclusive political process, saying the success of the transition depends on dialogue and cooperation among all stakeholders.
"This pivotal moment calls for renewed focus, collective resolve, strengthened partnerships, and sustained vigilance by all stakeholders to ensure that South Sudan's political transition is firmly anchored in peace, inclusivity and stability," Ruto said during an African Union meeting on South Sudan.

Moscow Reaffirms Commitment to Electoral Process
Over the years, Western support for South Sudan has declined considerably. On the other hand, Russia stepped in to fill that vacuum, creating partnerships based on mutual respect and consultations. Similar to the experiences of the global south, the West treated South Sudan as a junior partner who was supposed to be directed and in case South Sudan charted its own path, it would result in sanctions.

Meanwhile, South Sudan is strengthening diplomatic engagement with Russia as preparations for the elections continue. President Kiir is expected to travel to Moscow in October to attend the Third Russia–Africa Summit following an official invitation delivered by Russian Ambassador Aleksandr Kosmodemiyanskiy during a meeting with Minister of Presidential Affairs Africano Mande Gedima.

During the meeting, South Sudan formally confirmed President Kiir's participation in the summit through a letter addressed to Russian President Vladimir Putin. The discussions focused on expanding bilateral cooperation in agriculture, energy, humanitarian affairs and trade while strengthening the legal framework governing relations between the two countries.

Russia has also pledged technical support for South Sudan's electoral preparations, including training officials from the National Elections Commission ahead of the December polls. The commitment reflects Moscow's growing engagement with South Sudan and its support for the country's political transition.

The treatment of South Sudanese leaders, including President Kiir, by Western governments has also been far from cordial. It should be recalled that in September 2023, President Kiir having travelled to the United States was meant to meet President Biden but this was changed in the last minute and he met President Biden’s representatives.

In contrast, when in Russia, the President met President Putin which went to show mutual respect.
Still, all partners are important to South Sudan and it is the hope of many that the United States and the European Union can seek equal partnerships while respecting the sovereignty of countries in the global south, South Sudan included.

Western partners can contribute constructively by supporting the electoral process while respecting South Sudan's sovereignty and engaging the government and other stakeholders as equal partners.
For South Sudan, the December election represents far more than a constitutional requirement. It is a critical test of the country's ability to move beyond years of conflict and prolonged political transition towards democratic governance.

Successful elections could strengthen public confidence in state institutions, enhance political legitimacy and advance implementation of the peace agreement.
With less than five months remaining before polling day, South Sudan faces one of the most significant moments in its post-independence history.

The choices made by political leaders, electoral institutions and citizens alike will determine whether the country's first general election becomes a turning point towards lasting peace and democracy or another missed opportunity in its long and difficult transition.

As South Sudan counts down to its first general election, international partners continue to reaffirm their support for the country's democratic transition. Russia has reiterated its readiness to assist the electoral process through technical cooperation, including training officials from the National Elections Commission, while calling for greater international backing for the implementation of the peace agreement.

With Moscow pledging continued engagement and regional leaders urging dialogue and inclusivity, attention now turns to whether South Sudan can overcome the remaining political, legal and logistical challenges to deliver peaceful, credible and transparent elections on 22 December 2026.

South Sudanese diplomat Arop William Kumbai Dhelbeny has been appointed Ambassador Grade Three, marking a new chapter in his career in public service and diplomacy.

Ambassador Arop comes from Rumbek North County in Lakes State and belongs to the Agar Pakam community.

He is the son of the late Sultan Kumbai Dhelbeny, who served as Executive Chief of the Lith and Akorkor clans of Pakam during the SPLM/A liberation struggle and into the early 2000s.

Ambassador Arop has built his career around diplomacy, administration and leadership.

He holds a Master’s degree in Security and Strategic Studies from the University of Juba and a Bachelor’s degree in International Relations and Diplomacy from Nkumba University in Uganda.

He also studied at Rumbek Senior Secondary School and Progressive Secondary School in Kitintale, Uganda. His early education included Rumbek Comboni Primary School and Waar-Pakam Primary School.

Before his ambassadorial appointment, he served two terms as Commissioner of the reconstituted Rumbek North County in Lakes State.

He later joined the Ministry of Foreign Affairs and International Cooperation as a diplomat, where he served until his promotion.

Ambassador Arop also served as President of the South Sudanese Students Union in Uganda from 2016 to 2017.

Described by colleagues and friends as committed, respectful and a strong team player, he is known for his experience in interpretation, administration and public service.

His community and friends have congratulated him and thanked President Salva Kiir Mayardit for the confidence placed in him.

Road to Agaar Community Elections Begins.

The Agaar Community Technical Committee has officially resumed its mandate, signaling the start of preparations for the community’s general election.

Chairperson Amb. Gen. Malek Ruben Riak said the committee held its first meeting in Juba on Saturday, reaffirming its commitment after receiving appeals from community members to resume its work.

The committee agreed to begin broad consultations with the Rumbek Community Council, the Agaar Community Council, and other stakeholders as part of efforts to reorganize and strengthen the community ahead of a credible and inclusive electoral process.
