Mandatory Insurance: The university was legally required to secure comprehensive travel and life insurance for every single student-athlete participating in the trip.

Advance Local Government (LGU) Coordination: Ateneo was required to coordinate directly with the local government of Dipaculao, Aurora. This means establishing local emergency contact points and securing clearance regarding safety hazards in the destination area.

Written Parental Consent: Even for adult collegiate athletes, schools must secure written consent forms notifying families of the full itinerary, nature of activities, and inherent risks.

Medical Clearances: Student-athletes must be officially cleared by medical professionals as physically fit to participate in the specific rigorous components of the trip.

2. Republic Act No. 10676 (Student-Athletes Protection Act)

This law sets the structural baseline for how universities treat amateur recruits:

The Duty of Care: Under Section 7 of the Act's provisions, schools and their athletic officials possess an absolute, non-transferable duty to provide student-athletes with a safe and healthy training environment.

The Supervision Clause: The coaching staff is legally designated as the primary supervisor on site. Under this act, coaches cannot delegate basic student welfare and safety to third parties or leave athletes entirely unsupervised in high-risk zones.

3. Republic Act No. 11053 (The Anti-Hazing Act of 2018)

While team-building activities are allowed, they are heavily regulated under anti-hazing statutes:

The Mandatory Notice Requirement: Any form of initiation, team-welcoming ritual, or physical trial for new recruits (such as newly arrived freshman Rene Baterbonia) requires a written application submitted to school authorities at least seven days in calendar advance.

Institutional Representatives: The law mandates that at least two school representatives must be physically present during the activity to guarantee that no physical harm, psychological duress, or high-risk physical trials are forced upon the participants.

• Local Coast Guard and Emergency Protocols: Under general safety standards for open-water excursions, any organizer bringing groups to coastal areas must cross-reference activities with localized Philippine Coast Guard (PCG) weather advisories and gale warnings.
