The annual PAQS Young Quantity Surveyors Group (YQSG) Programme was successfully held on 21-22 August 2026, in conjunction with the PAQS Congress 2026. 36 representatives from 12 member associations came together, including AIQS (Australia), BSIJ (Japan), CCEA (China), HKIS (Hong Kong), IQSI (Indonesia), IQSSL (Sri Lanka), PICQS (Philippines), PUJA (Brunei), NZIQS (New Zealand), SISV (Singapore), RISM (Malaysia), and ASAQS (South Africa), creating a fantastic blend of new faces and familiar friends from across the globe.

The programme kicked off with a traditional oil lamp lighting ceremony, followed by opening addresses from YQS Chair Sr Karen Wong (the Hon Treasurer of HKIS QSD), PAQS Chair Sr Goh Ngan Hong, and IQSSL President Sr Hasitha Gunasekara.

The sessions commenced with ice-breakers to foster networking and presentations aligned with the congress theme, “Constructing the Evolution: Unleashing Human Intelligence.” Presentation has been done by our HKIS representatives, Sr Karen Ng and Sr June Ip.

Day 1 wrapped up with some team-building games, followed by a casual dinner and karaoke night.

Day 2 allowed us to explore the rich culture, history, and urban development of Colombo during a city tour.

The PAQS Congress 2026 on 25 August 2026, Colombo, Sri Lanka [Day 2]

The second day of the PAQS Congress 2026 in Colombo maintained the strong momentum. In parallel session Track B4, HKIS QSD delegate Sr Prof. Mei-yung Leung shared her research on “Incorporating Artificial Intelligence Techniques in Value Management.”

The afternoon culminated in a closing ceremony that turned the spotlight toward the future of the association. Congratulations to our QSD delegate Mei-yung Leung as a corresponding author of the paper titled "Evaluating Project Outcomes and Conflict Levels Across Construction Procurement Methods: Preliminary Results from an International PAQS Study" and won the best research paper in PAQS Congress 2026.

The formal handover of the PAQS Flag to the China Cost Engineering Association (CCEA), symbolising the transition of hosting duties for the next congress. The promotional video for the PAQS Congress 2027 was showcased, inviting the global quantity surveying community to Qingdao, China. This was followed by the premiere of the video for the ICEC-PAQS World Congress 2028, with Hong Kong as the host city for the Congress.

As the congress concluded, the HKIS QSD delegation departed Colombo inspired by the knowledge exchanged and energised by the roadmap ahead.

The PAQS Congress 2026 on 24 August 2026, Colombo, Sri Lanka [Day 1]

The PAQS Congress 2026 officially commenced on 24 August in Colombo, Sri Lanka, under the compelling theme “Constructing the Evolution: Unleashing Human Intelligence.” The opening ceremony begins with a welcome address by the President of IQSSL, Ch. QS Hasitha Gunasekera, followed by opening remarks from the Chairman of PAQS, Sr Goh Ngan Hong. The keynote address was delivered by the Chief Guest, Hon. Dr. Harini Amarasuriya, Prime Minister of Sri Lanka, who underscored the critical role of the built environment profession in national development.

This year, three of the four papers submitted by our members presented on the first day.

In parallel session Track B1, Sr Antony Tse presented on “Integrating Artificial Intelligence with BIM for Quantity Surveying: Emerging Practical Human-AI Collaboration Workflows,” offering a practical glimpse into collaborative workflows.

In Track B2, Sr Sunny Choi shared “A Hybrid Intelligence Framework for Automated HKSMM5 Coding and Quantity Take-off from Building Information Models,” demonstrating innovative applications of AI in standardised measurement.

Concurrently in a parallel session Track D2, HKIS Sr Jacqueline Leung and SISV Sr Jacqueline Huan presented “Beyond Numbers: Equipping Quantity Surveyors with Collaborative Mindset for Proactive Dispute Management,” highlighting the evolving soft skills required for future practice.

Adding to this presence, Sr Amelia Fok served as Session Chair for one of the parallel sessions Track A2, expertly facilitating the exchange of ideas.

Collectively, the day’s proceedings provided the delegation with insights into the latest advancements in QS practice and artificial intelligence.

PAQS Board Meeting 2026 in Colombo, Sri Lanka (23 August 2026)

On 23 August 2026, Sr Raymond Kam, Senior Vice President of HKIS, led the following nine HKIS QSD delegates to the PAQS Board Meeting at Cinnamon Life, City of Dreams:

The meeting featured promotional videos for both upcoming congresses: the PAQS Congress 2027, to be hosted by CCEA in Qingdao, China, and the ICEC-PAQS World Congress 2028 in Hong Kong, the latter marking the official launch of its promotion campaign.

PAQS Sustainability Committee in Colombo, Sri Lanka

The PAQS Sustainability Committee met in Colombo on 22 August. The discussion centred on how our profession can lead the low-carbon transition—specifically through integrating carbon into cost management, sharing best practices, and building practical tools for members.

The Committee exchanged perspectives on sustainability developments across member countries and discussed how the Quantity Surveying profession can play a more active role in the transition towards a low-carbon built environment — particularly through cost and carbon integration, knowledge sharing and practical industry tools.

The meeting also welcomed the Committee’s new leadership: Sr Eric Ting (HKIS) as Secretary and Sr Daniel Ho (HKIS) as Advisor, serving alongside Chair Sr Stanley Chang (SISV) and Vice Chair Elwin Sharp (NZIQS). The Committee will focus on practical collaboration across PAQS member organisations, translating sustainability ambitions into tools, knowledge and actions that can support QS professionals across the region.

HKIS QSD remains steadfast in its commitment to supporting the Committee’s initiatives and advancing the sustainability agenda across the region.

PAQS Education and Accreditation Committee in Colombo, Sri Lanka

Sr Dr Sandy Tang chaired the 23rd PAQS Education and Accreditation Committee Meeting held during the PAQS Congress on 22 August 2026, joined by our Senior Vice President, Sr Raymond Kam. The meeting was attended by representatives from AIQS, CIQS, HKIS, IQSI, IQSS, IQSSL, NZIQS, PICQS, RISM, and SISV.

Key highlights from the meeting include:

✅ Accreditation Recommendations: The Committee recommended the re-accreditation of the BSc (Hons) Quantity Surveying programme at the University of Reading Malaysia (UoRM), and the accreditation of the Bachelor of Building and Project Management at the Singapore University of Social Sciences (SUSS).

✅ Regional Collaboration: A fruitful delegation visit to the China Cost Engineering Association (CCEA) in Beijing was conducted to discuss the pathway for establishing an accreditation framework. The delegation also undertook an academic visit to Tianjin University for a joint seminar focusing on Collaborative Contracting and AI in Cost Engineering.

✅ Educational Developments: The Committee held productive discussions exploring strategies to ensure university curricula maintain a rigorous foundation in core QS competencies while remaining agile enough to embrace emerging trends like AI and sustainability. This was followed by a brief report from RISM on the training support and initiatives implemented to facilitate the recent rollout of SMM3.

✅ Committee Updates: Congratulations to Sr Wong Yi Min on her election as the new Secretary of the Committee. The Committee also recorded a sincere vote of thanks to the outgoing Secretary, Sr Dr Wan Maimun, for her dedicated service and contributions.

QSD PQSL Contract Administration Series 2026(4) – NEC4 Post-Contract Practice (20 August 2026)

QSD successfully hosted the webinar "NEC4 - Post-Contract Practice. We were privileged to welcome our distinguished guest speaker, Sr H Y Wan, who brings over 30 years of extensive experience in quantity surveying, contract advisory, procurement strategy and dispute resolution across major international, public and private sector projects.

Building on his previous session regarding pre-contract practice, Sr Wan delivered an exceptionally insightful talk detailing the practical mechanics of managing NEC4 contracts during the post-contract phase.

During the session, Sr Wan walked attendees through the core structures and administrative mechanisms of NEC4. Key topics covered included:

1. Roles & Communication: Defining contractual and management links across the project team, alongside strict communication requirements.

2. Early Warning System: Proactive risk identification to mitigate cost increases, delays, or performance issues early.

3. Time & Programme: Detailed requirements for revising programmes, alongside key contract milestone definitions and criteria for Project Manager acceptance.

4. Compensation Events & Valuation: Step-by-step procedures for notifications, quotation submissions, and assessments, distinguishing between actual and forecast costs relative to instruction dates.

5. Collaborative Behaviour: The importance of fostering a culture of mutual cooperation over adversarial conflict in contract administration.

QSD PQSL Procurement Series 2026 （4）– A Good Tendering Practice （11 August 2026)

We were honored to have Sr Winnie Wong, Executive Director of Arcadis (legacy Langdon & Seah), as our guest speaker. With over 20 years of experience managing extensive QS teams across Hong Kong, Macau and Mainland China, Sr Wong shared invaluable insights from real-life projects alongside practical tips on maintaining best practices throughout the tendering process.

During the session, Sr Wong walked participants through the end-to-end tendering lifecycle, covering essential topics such as pre-qualification and contractor shortlisting, tender list confidentiality and comprehensive tender preparation—including BQ/Schedule of Rates workflows and front-end contract terms. She further detailed key operational controls for managing tender addenda and queries, building robust pre-tender estimates (PTE), conducting fair tender analysis and properly navigating contract awards through Letters of Award or Letters of Intent.

A certificate of appreciation has been arranged by our QSD co-opt member cm Training Sub-Committee Vice-Chairman, Sr Tony Choy to Sr Winnie Wong after the event, in heartfelt gratitude for her valuable time and insightful sharing.

PAQS Communication Committee Meeting in Colombo, Sri Lanka

PAQS Communication Committee successfully held a meeting during the Congress with representatives from NZIQS, RISM, HKIS, CIQS, SISV, IQSSL, and PICQS. United by a shared mission to elevate PAQS’s public profile and articulate its value to the global community, the Committee exchanged ideas on the newsletter, brochures, promotional videos, social media strategy, and the website.

HKIS QSD was represented by Sr Joseph Chong, Chair of the PAQS Communication Committee, and Sr Sasa Zhang, QSD Council Co-opted Member. A key outcome was the nomination of Ms. Sheila Lennon (CIQS, Canada) as Vice Chair.

HKIS reaffirms its commitment to strengthening the Committee’s work and amplifying the voice of the quantity surveying profession across the region.

PAQS Research Committee Meeting in Colombo, Sri Lanka

The PAQS Research Committee convened a successful meeting on 22 August 2026 in Colombo during the PAQS Congress 2026, attended by representatives from eight member countries. HKIS QSD was represented by Prof. Mei-yung Leung, Chair of the PAQS Research Committee and Sr Jacqueline Leung, QSD Council Member.

During the session, country delegates exchanged updates on their respective research studies and findings. A key highlight was the progress of the construction procurement research project, which has collected over 270 survey responses and conducted 24 interviews over the past two years. A conference paper entitled “Evaluating Project Outcomes and Conflict Levels Across Construction Procurement Methods: Preliminary Results from an International PAQS Study” is scheduled for presentation at the Congress on 24 August 2026.

Looking ahead, the Committee approved two strategic initiatives for the coming year: a new study on Artificial Intelligence in Surveying and the establishment of a PAQS Academic Journal to elevate the institute’s research profile.
The meeting also marked a leadership transition.

After six years of dedicated service as Chair, Prof. Mei-yung Leung steps down. The Committee endorsed Dr. Umi Kalsum of Malaysia as incoming Chair and Prof. Kanchana Perera of Sri Lanka as Vice-Chair for the next term. HKIS takes pride in Prof. Leung’s leadership and extends its full support to the new office-bearers.

HKIS remains steadfast in its commitment to advancing industry research and looks forward to contributing actively to these new PAQS initiatives.
